132. Deployment of Digital TV Use of the spectrum
reallocation fund (FRS) for analogue refarming
- Prime Minister Decree (2003-620, 4 July 2003)
- frequency changes ordered by CSA
- implemented by an entity composed of the six
analog program providers ( GIE fréquences ), - Pre-financing provided by the State, through the
intervention of the spectrum reallocation fund
(FRS), managed by ANFR - Reimbursed by licensed digital program providers
6 months after frequency change. - In June 2008, 1100 frequency changes processed by
FRS, for a total de 52,9 million euros.

173. Switch over process
- The law adopted on 5 March 2007 sets the legal
framework for the switch-over process - Sets up a new article 99 of the boradcasting
- Prime minister decision on switch over (national
switchover scheme/ schéma national darrêt et
de basculement) including a timetable, - On this basis, CSA will develop a detailed
switchover plan, - switchoff dates, frequency changes region by
region, - with a mandatory 9 month period between the
publication of the switchover plan for a
geographic area and its implementation in the
corresponding area.
183. Switch over process
- CSA published on 16 April its contribution1 to
the national switchover scheme, - based on the conclusions of the public
consultation. - Recommendation from CSA is to proceed by regions.
- CSA recommended starting switching off by second
semester 2009 - Prime minister decision (national switchover

between main transmitters of one region and
secondary sites of the other region piloted by a
main transmitter, thus indicating a possible
order, but not final, for the switch off process)
203. Switch over process Elaborating the
switchover plan
- Ideally, the switchover plan may be elaborated as
a step - From point A a transitory plan with 7 DTT
networks having up to 95 population coverage and
5 analog networks with up to 98 population
coverage - To point B a target plan in conformity with
GE-06 plan with up to 98 population coverage and
no analog. - But
- Point A is being established as planning of
additional DTT sites progresses, through CSA
decisions and cross-border coordination - Point B is under coordination with neighbors for
potential sub-band clearance and layer
reconstitution. It may also be affected by
additional layers. It also affects the choice of
optimum frequencies for point A. - Clear vision unlikely before mid-2009, but
decisions have to be initiated on the first sites
to be switched off if the overall schedule is to
be achieved.

244. Digital Dividend Report of the Digital
dividend parliamentary commitee
- The majority of the digital dividend should be
allocated to improve (enrich) the offer in
digital audiovisual programs - The requirements of the audiovisual sector may be
met by the deployment of 11 DVB-T networks and 2
DVB-H networks. The availability of spectrum for
this purpose is to be sought through cross-border
coordination in channels 21 to 60. - Future authorisations for HDTV DTT will need to
be coupled with a significant content obligation
for native HDTV. - Band III should be dedicated to digital sound
broadcasting (T-DAB). - The band 790-862 MHz should be allocated in its
totality to electronic mobile communications. - d. This allocation should be coupled with
coverage obligations (99 of the territory),
national roaming and net-neutrality obligations,
and financing of the spectrum refarming
operations necessary to make the band available
(relocation of Defense and Broadcasting). - The digital dividend (for mobile above 790 MHz
and for broadcasting below 790 MHz) should be
rapidly and effectively used - The Prime Minister should take, by summer 2008, a
joint decision on the digital dividend allocation
scheme and the switchover scheme, in a consistent
way (i.e. organise the landing of existing
multiplexes on the newly negotiated GE-06
frequencies, under 790 MHz). - The Prime Minister should give mandate to ANFR
for negotiating with neighbouring countries the
required changes to GE-06 Plan. - The French government should promote the use of
the band 790-862 MHz.

- GE06 Plan foresees detailed frequencies by
geographic areas for 7 multiplexes in UHF band - Can provide full national coverage for the 7 DTT
multiplexes already authorized, but - Insufficient to satisfy all requirements
expressed - GE06 plan may be modified by bilateral agreements
to obtain additional frequency resources - These additional resources will constitute the
bulk of the digital dividend

- RSPG opinion (February 2007) EU-wide benefits to
the use of the digital dividend by mobile
applications (including uplinks) in a harmonised
UHF sub-band - ECC/TG4 (June 2007)
- Harmonisation is feasible from a regulatory and
technical viewpoint - Not mandatory at the EU level
- Preferred sub-band should include at minimum
channels 62-69 - Requirements for bilateral and multilateral
negotiations between neighbouring countries
36Perspectives
- WRC-07 opens the possibility of a choice for the
digital dividend in 11 of the band currently
allocated to broadcasting - 320 MHz are kept for exclusive use by
broadcasting - 40 MHz are opened to a choice between
broadcasting and mobile - Uncertainty is detrimental to all stakeholders
- Bilateral discussions and international
harmonisation are key in clarifying the actual
potential of use - Cross-border coordination activities have started
on this issue since October 2007. It confirms
that potential additional resources exist, but
their use may add interference into resources in
the current plan. - EU wide harmonisation is under way.
