One of the purposes of the association outlined
in the bylaws is to foster a sense of community.
Whether one actively uses the common areas or
not at all, the existence of these areas and the
bylaws require our association to at a minimum
maintain them.

Obligations for association include Maintenance,

Most people would agree that properly maintaining
something is less expensive, safer and more
prudent than neglecting it. In order to avoid
costly and unsafe situations in the future, a
general plan of maintenance and repair should
be considered. The Association should have some
plans on how to address potential maintenance
issues as well as emergency repairs that will
inevitably occur.

  • The purpose of this presentation is to
  • Review the present state of the common properties
    of the association.
  • Identify areas of critical maintenance, repair
    and reclamation
  • Address the potential costs associated with
    critical projects and maintenance
  • Discuss the inflows and outflows of expenses in
    the Association
  • Discuss how to address the current and future
    cost of maintenance and repair
  • Open discussion on dues structure and whether to
  • Increase dues moderately to address cost
  • Consider a temporary assessment for a period of
    three years

There are essentially Five Areas of Association
Obligations for review
  • Maintenance
  • Insurance / Liability
  • Repair
  • Reclamation
  • Improvement

Its important to review these obligations,
because other than improvements neglect of any of
the other Association obligations can lead to
concerns involving safety, liability as well
unnecessary expenses to Association Members

A word about maintenance. We have had it pretty
easy for some time. The current cost for
maintenance reflected in the budget does not
accurately demonstrate either the actual cost of
maintenance or the maintenance that is completed
by association members that is never submitted
for reimbursement
There are a number of members who take it upon
themselves to maintain, improve and repair
Common properties at their own expense and time.
These are often necessary issues that if
not Addressed voluntarily, would add
significantly to the operating maintenance budget
of the association

If you factor in the volunteer work that is done
by individuals on behalf of the association, the
true cost of Maintenance is significantly
higher. Individuals that volunteer dont ask for
consideration. We either need capable
individual volunteers with proper expertise and
equipment (not really reasonable or fair to
expect ) to roll up their sleeves or funds to
pay someone qualified (more reasonable)
  • A short list of such activities volunteers
    perform include
  • Cutting and removing brush and trees at their own
    expense
  • Paying contractors to remove stumps at own
    expense
  • Cleaning common areas after storms
  • Fall clean up and leaf removal
  • Repairing sink holes, barriers and depressions
  • Those that contribute their time and
    effort do so voluntarily. We have several
  • maintenance issues that for safety issues and the
    scope of the project are beyond the expertise
  • and equipment level of the average person

    assoc. pays an antiquated 25 real word cost

    (association currently pays zero)
  • Brush tree removal annually (generally
    done by members own expense time)
  • Storm clean up
    removal of debris ( volunteers at own expense)
  • Dam maintenance and repair - mostly done by
    volunteers after talk with consultant
  • Sinkhole and erosion repair - recently
    done by volunteers mostly at own expense
  • Sand for beaches -
    association pays for on an as needed basis

A few words about the Dam The dam is not merely
the concrete structure that needs maintenance
and repair. The earthen bank that extend from the
dam and around the pond is also part of the dam.
The area around the earthen dam has severe
erosion problems, and that's what is holding the
water back
Most of us dont remember but in the early 80s
valley Shores was actually evacuated. The
Hundred Year Flood rolled through and did
quite a bit of damage. Large rocks, boulders and
fill were required to repair the earthen dam at
considerable expense. Currently we have no
Sinking Fund or contingency funds in the event
of such an emergency or large capital expense.
The last two years several serous sink holes were
repaired by volunteer residents and materials,
rock fill and labor were provided at no expense
to the association. This is a serious issue that
needs both current attention as well as plan for
future maintenance

Dam Maintenance Issues that need to be addressed
in the next 12 months
  • A substantial amount of Gravel and good size
    (softball size rock and larger ) need to be back
    filled around
  • boulders on earth dam rough estimate 3
    to 5 tons
  • B) Removal of some trees over hanging pond as
    erosion is exposing root ball and possible dam
    breach
  • C) Gravel and soil material to replace erosion
    and depression on both immediate sides of the dam
  • D) Continued inspection of the Dam on regular
    basis
