In 2005, NFPA reported 7,120 firefighter injuries
and 12 firefighter deaths while while engaged in
training activities.Lets not contribute to these
figures.
  • Purpose
  • Review the use of the Fire Training Facility as
    it relates the Saratoga County Rules, Regulations
    and Standard Operating Procedures.
  • Review New Live Fire Building as it relates to
    Smoke House

County Fire Training Center
  • Scheduling
  • Call Office of Emergency Services _at_
    885-2232 to confirm date/s and availability.
  • If Propane System use is requested, contact the
    Deputy Fire Coordinator to confirm availability
    for operation.
  • Provide training details using Training Center
    Facility Request Form. (Attach 1)

Scheduling (continued)
  • Fire Training Center use for New York State Fire
    Training Courses takes priority over Fire
    Department use.
  • It may become necessary to cancel out a Fire
    Department Training Session to accommodate a
    State Training Class.
  • This will be done as a last resort.

Facility Wide Safety
  • Use of NFPA 1403, Standard on Live Fire Training
    Evolutions.
  • Training Staff
  • Training Officer as assigned by the Authority
    Having Jurisdiction. (AHJ)
  • Safety Officer.
  • Facility Operator (if required)
  • TO, SO, and FO will have completed NYS Courses
    1A Live Fire Training Safety and 1B Conducting
    Live Fire Training.
  • Use of Accelerants are prohibited

  • Horse play is prohibited.
  • Consumption of intoxicating substances is
    prohibited, as is arriving on the grounds under
    the influence of such.
  • Protective clothing shall meet the current
    standards governing such equipment and worn,
    along with SCBA during all live fire evolutions.
  • Spectator Safe Zones shall be established, if
    necessary, by the Training Command Staff.

  • Any facility damage which shall pose an imminent
    threat of injury during further use, shall be
    reported to the Fire Coordinator or
    representative as soon as possible.
  • The instructor in charge shall determine, prior
    to each burn, the number of attack and back up
    lines and the water supply, including back up
    supply required.

  • Scheduling
  • Contact Deputy Coordinator for common dates of
    availability.
  • Contact the Office of Emergency Services _at_
    885-2232 to check available dates.
  • Submit FTC Request Form, Attachment 1 when date
    is chosen.

  • Facility Operator will contact County
    Communications prior to ignition of first
    training fire and notify when use is complete.
  • A minimum of one Safety Officer will be assigned
    and will operate the Dead Man Emergency Shut
    Down and be in position for the best view of the
    operation.

  • Two way communications is a must between the
    Facility Operator, safety Officer, and Training
    Officer.
  • Flame ignition will not take place until
    confirmation is given to the operator that all
    involved are ready.

  • The Facility Operator will coordinate with the
    Fire Department that all water bath cooling cells
    are full prior to use.

Chapter 6
  • The steel building will be used for live fire
    training. NO BURNING IS ALLOWD IN THE TOWER
    SECTION.
  • The masonry building, (old burn building) will be
    used for non- fire training with smoke being
    produced using an artificial smoke producing
    device.

  • Prior to use, the building will be inspected by
    conducting a walk through with the following in
    mind
  • Existing damage to the facility, which shall be
    documented.
  • Confirm any damage is not severe enough to affect
    the safety of training participants.
  • To ensure that no unauthorized persons, animals
    or objects are in the structure.
  • Check Thermo Coupling/Temperature Monitor for
    proper operation.
  • Check that ALL doors are unlocked.

  • No person(s) shall play the role of a victim
    inside the building during live fire training.
  • Prior to use of the Live Burn Tower or Smoke
    House, a building evacuation plan shall be
    established, including an evacuation signal which
    shall be demonstrated to all participants.
  • Stand pipe operation will be tested prior to use
    and drained at completion.

  • There shall be a Safety Officer assigned to the
    temperature monitor to observe conditions during
    operation.
  • Fire Loads shall not exceed 150 lbs.
  • The decision to ignite the fire shall be made by
    the instructor in charge in coordination with the
    Safety Officer.
  • The fire shall be ignited by the Ignition Officer
    in the presence and direct supervision of the
    Safety Officer, with a charged hose line in the
    ready.

  • Two In/Two Out or FAST will be in place during
    Live Fire Training events.
  • Plans will be put in place to determine the
    difference between simulated and Real World
    event.
