GOALS
  • Reenlist on a long term basis sufficient number
    of highly qualified Active Army soldiers
  • Enlist or transfer sufficient number of highly
    qualified separating soldiers and officers into
    the RC consistent within geographic constraints
  • Achieve and maintain force alignment through the
    retention, transfer and reclassifying highly
    qualified soldiers into critical skills and
    locations
  • Support special programs such as USMAPS, ROTC
    Green to Gold, WOC, OCS, HRAP, West Point, and
    AMEDD

  • SUCCESS IS MEASURED BY THE ACHIEVEMENT OF THE
    COMMANDERS MISSION
  • RETENTION SUCCESS IS A DIRECT INDICATOR OF THE
    QUALITY OF LEADERSHIP IN AN ORGANIZATION
  • THE INVOLVEMENT OF ALL LEADERS, BOTH OFFICERS
    AND NCOs ARE ESSENTIAL FOR A SUCCESSFUL RETENTION
    PROGRAM

RESPONSIBILITIES
  • The Army Retention Program is a Commanders
    program
  • Commanders are the Retention Officer for their
    specific command (This duty can not be
    delegated)
  • CSM and 1SG are the Senior Retention NCO for
    his/her unit
  • The Active Army Career Counselor is the program
    administrator and expert technical advisor to the
    Commander and CSM on all reenlistment aspects of
    the Army Retention program

  • CONDUCT REENLISMENT INTERVIEWS
  • MAINTAIN REENLISTMENT STATISTICS
  • INSPECT DA FORM 4591R MONTHLY
  • ESTABLISH RETENTION INCENTIVE PROGRAM
  • ENCOURAGE ATTENDANCE AT RETENTION CEREMONIES
  • PROVIDE THE UNIT REENLISTMENT NCO THE TIME AND
    RESOURCES FOR RETENTION DUTIES AND RETENTION
    TRAINING
  • REHABILITATE SUBSTANDARD SOLDIERS

  • WORK CLOSELY WITH THE ACTIVE AND RESERVCE
    COMPONENT CAREER COUNSELOR

  • ADVISE THE COMMANDER
  • DETERMINE REENLISTMENT/EXTENSION ELIGIBILITY BY
    THOROUGHLY SCREENING (OMPF) AND (MPRJ)
  • PREPARE ALL RETENTION DOCUMENTS
  • CONDUCT INTERVIEWS/STAFF ASSISTANCE VISITS
  • GIVE BRIEFING TO OFFICERS AND NCOS
  • RETENTION UPDATE, CHANGES, SRBS, ETC...
  • SUPERVISE UNIT REENLISTMENT NCO
  • COORDINATE WITH OR ACT AS A TRANSITION NCO
  • PREPARE AND CONDUCT FORMAL TRAINING AND CONDUCT
    INSPECTIONS

INSPECTION PROGRAM
  • Quarterly Bn and Company Staff Assistance Visits
    IAW AR 601-280
  • Company Commanders must review the unit
    reenlistment book monthly and annotate the record
    of inspection sheet DA Form 4591-2
  • Unit reenlistment incentives must be announced
    in writing and implemented by the current
    commander. No duplication of higher HQ
    incentives.

COMMNADERS REHABILITATION PROGRAM
  • Purpose rehabilitation tool, deny reenlistment
    and deny re-entry
  • Criteria unattainable, unsuitable and single
    soldiers/in-service couples without dependent
    family care plan
  • Remove from promotion list
  • Reviewed every 90days must initiate separation
    action after the second review
  • Soldiers can not request separation under chap
    16-5, commander must separate under the correct
    chapter.
  • Mandatory Initiation of Bar to Reenlistment
  • unsatisfactory progress in weight control
    program
  • 2 consecutive APFT failures
  • Removed for cause from NCOES course
  • Declination of Continue Service Statement (DCSS)
