Licensing Issues

• Subsidized USP Services to be provided by
  existing Licensees.
• Least Cost Subsidy should be the factor for
  determining selection of operators for the USP
  subsidy.
• Rollout obligation will include the following -
• Number of lines to be rolled out
• Period/Timing of Roll out
• Area of coverage
• Facility Sharing

TARIFF ISSUES

• Tariffs in USP /rural areas should be left to
  market forces.
• Level of tariff can not be determined at this
  stage.
• The low per capita Income of rural dwellers would
  make them mostly receivers and not callers.

INTERCONNECT ISSUES

• The termination rate that will not stifle USP
  will depend on the cost of maintaining the
  Network.
• Higher termination rate should not be considered
  for rural areas.
• A higher termination rate would not serve as an
  incentive to operators to serve rural areas.

ROLES OF COMMUNITIES, LOCAL/STATE GOVERNMENTS

• NCC to seek cooperation of communities.
• Funds to be set aside for awareness creation.
• Communities can assist by creating conducive
  operating environment
• Right of way
• Security
• Duplication of levies
• Provision of land, facilities etc

OWNERSHIP OF USP/RURAL SERVICE PROVISION

• USP Service ownership should be vested in the
  hands of the operators.
