Misuse of Drugs Act 1971
This is the Act from which most of the
legislation and some police powers are
derived Unlawful possession of a controlled
drug Unlawful possession with intent to
supply Production or being concerned in the
production of a controlled drug Cultivation of a
cannabis plant

Drugs which come under the control of the Act
fall into three classes
Class A Class B Class C
Drugs are classified based on their toxicity,
prevalence of use and danger to society The
classes also determine the penalties

General trends in illegal drug use
There has been a growth in drug use and changes
in attitude towards certain types of
drugs Cannabis continues to be the most widely
used illegal drug in the UK Illegal drugs are
everywhere Drugs are an integral part of youth
culture worldwide Young people congregate in
pubs and clubs for recreational purposes All
types of licensed premises may be used for
dealing or taking drugs In 2004 77 of people
said they obtained their drugs in a pub or club

General trends in illegal drug use
50 of 16 29 year olds admitted to trying
illegal drugs The price of all drugs is coming
down including hard drugs therefore problem
users are getting younger Government anti-drug
initiatives target young people Not all young
people take drugs those who experiment will not
necessarily continue to use them Wherever young
people congregate vigilance is required

Effects of drugs
It is not possible to accurately predict the
effects on an individual Illegal substances do
not have any quality control Different drugs
have different effects and are grouped by the
high they achieve

Drugs that stimulate the nervous system (uppers)
These substances increase alertness and ability
to maintain concentration. They delay sleep and
hunger

Drugs that depress the nervous system (downers)
These substances relieve tension and anxiety,
promote relaxation, and impair mental and
physical functioning. Higher doses leads to
drunken behavior, drowsiness, sleep /
unconsciousness

Drugs that alter perceptual function (all
rounders)
These substances cause a heightened appreciation
of sensory experiences, perceptual distortions,
feelings of disassociation

Drugs that reduce pain (pain killers)
These substances reduce sensitivity and emotional
reaction to pain, discomfort and anxiety. They
create a feeling of warmth and euphoria Tolerance
and physical dependence occur with frequently
repeated doses

smoking mixture They mimic the effects of THC
one of the ingredients in cannabis Currently
legal, will be Class B in 2010 Has the same side
effects as Skunk, paranoia, memory loss, panic

N2O Popular on the dance scene, sold in

inhaled Currently legal to possess, it is
illegal to sell for recreational purposes

and powder form Described as an LSD-Ecstasy
hybrid Both drugs are Class A Side effect
include panic attacks and depression

The drugs market is dynamic trends can vary based
on price or area Cannabis is the most widely
produced, trafficked and used illegal drug in the
UK Cannabis is a Class B drug which it is
illegal to possess or supply Because the price
of cocaine is falling its use is increasing in
the UK Ecstasy has emerged over the past 15
years and is currently the second most widely
used drug after cannabis

The price of heroin is falling leading to a rise
in the number of problem drug users All drugs
are capable of being abused including
prescription drugs There is a healthy illegal
trade in Viagra Different regions of the UK
show preference for certain drugs Drink spiking
seems to have increased, GHB and Rohypnol are
used for this purpose GHB is now a Class C drug

drugs misuse
The objectives of the governments anti-drug
strategy are
Young people to be helped to resist drug use in
order to achieve their full potential in
society Communities to be protected from drug
related anti-social and criminal
behaviour Treatment to enable people with drug
problems to overcome them and to live healthy and
crime free lives Availability to stifle the
availability of illegal drugs on the streets

Dealing with first aid and medical emergencies
Ideally some staff will have a first aid
qualification. All staff should be told how to
deal with an emergency as part of their training
