- Last 20 years evolution from an emigration
region to an immigration region - Early eighties arrival of the first EU citizens
to the Andalusian coasts - Late eighties EU citizens form already an
important group, and non-EU citizens begin to
arrive - During nineties, non-EU immigrants begin to
settle down in the Andalusian provinces - From 2000-2005 important increase of immigration
flows from outside the EU

- Andalusia is a southern external border of Europe
and a gate to the continent through the Strait of
Gibraltar - In 2000-2005 foreign population has increased
from 128.896 to 416.582 habitants (253,8) - 43 of foreigners are EU or EEA citizens. 57
are third countries nationals

- Main countries of origin Morocco, U.K and
Ecuador - Main sectors of activity Agriculture,
Construction industry, Housework, Trade and
Street sale - Malaga has the greatest amount of foreign
residents (179.896) followed by Almería (92.583) - The demographic structure tends to a balance,
with an important increase of population under 16
years

- Holistic approach in the design and in the
execution of the plan. This approach has allowed
the Andalusian immigration policy to be a plan
based on objectives and not a mere catalogue of
grouped measures - The flexibility and permanent adaptation of the
plan, that guarantee that the measures and
performances correspond with the diversity of
situations that occur in our Community - Our universe of reference is the Andalusian
society, the relationship between native and
immigrant population, with its contradictions,
its particular realities and its diversity.

- The normalization in the use of the public
services and the perception of its benefits. The
best and greater indicator of integration of the
immigrant population is the degree of the
standardized use of public services - A characteristic of our model is its BUDGETARY
PROVISION each area of intervention, each
measure has a budgetary line (their degree of
annual execution is one of the used indicators of
internal evaluation) In the first three years of
the I Integral Plan for Immigration in Andalusia,
more than 500 MILLION euros from the Andalusian
Government have been invested - A internal and external system of evaluation

- The Government of Andalusia assumes immigration
like one of its political priorities that have
led to the 1st and 2nd Integral Plan for
Immigration in Andalusia. - First Plan 2001-2004
- Second Plan 2005-2009

- The referred plans establish some general
objectives - To favour total social, labour and personal
integration of the immigrant population, creating
the conditions that favour their integration in
the Andalusian society - To assure the access of the immigrant population
to the common basic services.

- To promote the coordination of public
authorities, putting in value the resources
available - To improve permanently the knowledge of the
reality and the suitable strategies, by research
and training activities

- To contribute to improve the conditions of life
and infrastructures of the countries of origin - To promote the social awareness about the
positive values of immigration - To develop actions in the topic of intercultural
formation mainly focused on civil servants that
work with immigrant population

- To reach these objectives, EU Programmes
(INTERREG, - EQUAL, INTI, AENEAS) have been fundamental to
bring to the Andalusian Migration Policy - An European Dimension
- Possibilities of collaboration with third
countries (for example, Morocco)

- However, the main founds come from the Andalusian
Government. In 2005, the Directorate General for
the Coordination of the Migration Policy
allocated and managed 5,771.615,73 euros for
Migration Policy
