PRELIMINARY REMARKS
  • An efficient labour market is a top priority for
    the Lombardy Region.
  • Therefore the following need to be developed
  • a regional system of employment-focused
    services created by public and private
    stakeholders
  • instruments, intervention procedures and
    forms of governance that are suitable for the new
    competitive scenarios of the knowledge-based
    society.
  • In accordance with Regional Law n. 22 dated 28
    September 2006 The labour market in Lombardy,
    the new Regional Agency for Education, Training
    and Employment was set up as a technical
    component of the regional system for implementing
    integrated policies relating to Education,
    Training and Employment.

MISSION
  • The Regional Agency for Education, Training and
    Employment
  • flanks, by providing technical and scientific
    interventions, the activities carried out by the
    Region in human resource development policies, a
    crucial factor for achieving the competitive
    objectives of the Lombard system
  • accompanies the process of reform in
    education and training and of the labour market
    and their integration
  • supports the realization and definition of
    instruments for implementing active labour
    policies.
  • The transversal strategic instrument is the Borsa
    Lavoro Lombardia Lombardy Job Bourse, whose
    fully operational functioning is a prime
    objective.

COMPETENCES
  • The Regional Agency for Education, Training and
    Employment implements the social and economic
    development policies of the Lombardy Region, by
    planning interventions using innovative methods
    and procedures.
  • The Agency is responsible for
  • the analysis and identification of needs for
    public interventions for planning action policies
    and strategies
  • providing planning support for intervention
    policies and drawing up operational plans
  • implementing the policies and managing the
    instruments supporting education, vocational
    training and the labour market in the region
  • technical negotiation, linking the Public
    Administration to the civil society.

GUIDELINES
The strategic functions of the Agency are based
on three guidelines that transversally
characterize the actions Internationalization Op
ening the boundaries of the Lombardy Region,
promoting knowledge and cases of excellence in an
international context, increasing the ability to
attract human capital and investments. Innovation
Economic promotion of research, experimenting
innovative methods and developing new
instruments, identifying future trends in the
development of new technologies, in particular as
regards the application of ICT in the area of
training and employment. Integration Development
of new instruments in order to create an
integrated system of welfare, economic and
territorial development policies and to increase
the competitiveness of SMEs geared to
subsidiarity and partnerships.

PRELIMINARY REMARKS
The activities and initiatives carried out by the
Agency in the period 2007-2009 focus on the
following intervention areas 1. accompanying
the creation of the new education system relating
to education and vocational training
2. promotion and development of the labour
market 3. promotion of the system of policy
integration.

1. Accompanying the creation of the new education
system relating to education and training
The Region is implementing a consistent and
global reform of the education system by defining
a regional system that will integrate education
and vocational training, university and the
labour market in a new manner and will create a
system for certifying the competences that can be
used during a persons lifetime. The objective
of the Agency is to support the development of a
quality education and training system throughout
the learning cycle, from services relating to
rights-duties in the area of education to the
promotion of lifelong learning

2. Promotion and development of the labour market
The regional reform of the labour market was
started with Regional Law n. 22/06. The
objective of the Agency is to support the process
of reform and modernization of the regional
labour market by proposing innovative solutions
and suitable instruments for creating a regional
network of employment-focused services.

3. Realization of a policy integration system
The issue of policy integration is one of the key
principles on which reforms concerning employment
and the education system are based and they have
led to the creation of the new Agency. The
objective of the Agency is to foster the
integration of education and training policies
with polcies concerning labour, welfare and
competitiveness, involving the Enlarged Regional
System and enhancing the specificity of
stakeholders geared to subsidiarity and
partnerships.

Projects in progress Welfare
Civil Service
Technical assistance in implementing a governance
structure of the Lombard voluntary civil service
network system. Objective to support the G.D.
in implementing regional law n. 2 dated 3 January
2006 Civil Service in Lombardy, integrating the
two functions that this law assigns to the
Lombard civil service for young people acquiring
new competences in their training and
professional paths and gaining a greater
awareness and responsibility of human rights and
social issues. Programme Phase I 2007
Extended Technical Assistance Project, including
the feasibility study of the operational
model. Phase II 2008 - Implementation of the
management model with the necessary delegation of
functions to the Agency. Phase III 2009 Fully
operational functioning of the model
