1. To clarify the role of Church Councils
  • Church members treat their own local DCC as being
    the more significant forum for decision making,
    and where the power rests
  • The PCC is an even more distant body than the DCC
    to ordinary church members
  • It can seem that the PCC is responsible for
    everything and nothing all at the same time

2. To Create Legal Alignment
  • Effective debate and decision making happens in
    the DCCs
  • DCCs are responsible locally in practice for
    worship, mission, local finance and buildings
  • However, the PCC is legally responsible for
    everything in the Team Parish
  • The PCC has the responsibility for making
    decisions that it does not always know enough
    about, or even care enough about

3. To Reduce Bureaucracy
  • Team Parishes are known to be meeting intensive
  • DCCs and PCC repeat a lot of communication
    reporting (incl. Stand. Comms.)
  • PCC ends up with rubber stamping role
  • Present hierarchical structure is more geared to
    maintenance than being mission-shaped

4. To Increase Sense of Ownership
  • New structure follows contemporary trends of
    flattening management structures
  • Subsidiarity - giving control over issues,
    decisions, actions at appropriate local level
  • There is no reason to keep all the power at the
    top in the PCC
  • When people feel that they have control over what
    they do, it increases their sense of ownership
    and therefore participation

5. To Clarify Role of the Team Rector
  • Team Rector is chair of a DCC and also of the
    PCC, but he must be impartial across the churches
  • There are occasions when he has a vested interest
    in the affairs of St Michaels
  • The new structure helps to address this

6. To become a better team
  • Cross Team working is becoming established at
    congregational grassroots level
  • Different opportunities, needs and skills are
    becoming apparent in different churches
  • We have a creative impetus to work as a team, but
    the present structure does not help us

Establishing a Team Council
  • Team Ministry works by four PCCs agreeing to
    delegate certain functions to a central body
    (Team Council)
  • Team Council will oversee Team-wide functions
  • Communication incl magazine website
  • Team Councils finances
  • Parish Share payment
  • Stewardship Scheme
  • Central Team staff and administration of paid
    employees of the PCCs
  • Child protection policy
  • Allocation of clergy resource

Team Clergy
  • Each church will have one member of the clergy
    with special responsibility for it, to ensure
    continuity of pastoral care, etc.
  • Clergy (incl. curates) to have a team-wide role
    and to be a team-wide resource
  • Playing to individual strengths of clergy
  • Increased collaboration between clergy
  • Clergy chapter to organise this

Local Leadership Teams
  • Small group to work with clergy to oversee and
    direct ministry and mission
  • Develop and implement values, direction and
    strategy approved by PCC
  • By sharing leadership burden, enables more
    effective use of clergy
  • Reports to PCC with appropriate frequency
  • PCC can raise matters for LLT

Who is on the LLT?
  • Small number but not fixed
  • Optional whether it includes church wardens or
    treasurer
  • Clergy
  • Candidates to be put forward to PCC for approval
  • Candidates identified by small nominations
    committee of clergy two others nominated by
    clergy

How the LLT works
  • Elects its own chair
  • Meets as often as it needs to
  • Appointments committee reviews its effectiveness
    and composition each year
  • Membership ratified each year by PCC
  • Written constitution for LLT to be put to APCM in
    2009

Where we have got to
  • LLTs we have started to set some of them up, to
    be formalised in 2009
  • Archidiaconal Pastoral Committee (September 08)
    fully supportive
  • Consultation process will happen soon
  • We are planning for the new Team Ministry to be
    in place for mid 2009
