Title: Redmond Fire

1
Redmond Fire Rescue
  • Ice Rescue
  • Orientation Annual Refresher Training

2
Introduction
  • Other assistance is at least 30 minutes and up to
60 minutes away. If we dont intervene
    successfully, survival is unlikely.
  • The victim has demonstrated the ice is weak

3
IntroductionOverview
  • Fundamentals
  • Equipment
  • Rescue Operations
  • Extended Operations

4
Fundamentals
  • Ice Construction
  • Frazzle Ices- forms over night, weak
  • Clear Ice- Forms over night, stronger than
    frazzle
  • Candle Ice- Milky white ice, deterorating ice
  • Pack ice- patches floating in water, unstable,
    (tectonic plates)
  • Ice forms from below b/c ice is more dense than
    water
  • Isothermal- cold water sinks, warm water rises,
    39 F

5
Fundamentals
  • Ice Strength
  • 2 Thick 1 Person can walk on
  • 4 Thick Group of people can walk on
  • 5 Thick Supports a snowmobile
  • 8-12 Thick Supports a car SUV

6
Fundamentals
  • Influencing factors
  • Duration of formation
  • Formed in static or dynamic waterway (pond or
    river)
  • 15 weaker if in a current
  • Snow on top of ice is an insulator, breaks down
    ice faster
  • Ice melts around shore first b/c the land mass
    is an insulator

7
Equipment
  • All Water Rescue Equipment
  • PFDs, Helmets, Throw bags
  • Found in 421, 422, 424, 461
  • Ice Rescue Suit
  • Equipped with a built in harness
  • Rescue Rope pre-tied with carabineer
  • Found in 421,422, 424, 461
  • Pike pole, Trash hook, Ladder, 451, Raft, Ice
    awls, Ropes

8
Rescue Operations
  • Responding - consider requesting
  • Bend heavy rescue
  • RPD, OSP, SCSO (scene security)
  • DCSAR (rescue, scene security)
  • Medic to standby

9
Rescue Operations
  • First Due
  • Arrival Report
  • Confirm location
  • Situation Found
  • Assume Command
  • Identify tach channel

10
Rescue Operations
  • First Due
  • Size-up
  • Location and access information for other
    responding units
  • Question Witnesses
  • Number of patients
  • Last point scene
  • Ice construction and strengthen
  • Water dynamics
  • Assess additional equipment and resources needed.
  • Size-up Report to 400 units

11
Rescue Operations
  • First Due
  • Action Plan
  • Risk Benefit Analysis Operational Mode
  • Rescue
  • Recovery
  • General objectives
  • Establish hazard zone and remove untrained
    rescuers (use tape for line)
  • Establish cold zone (direct LE to set security
    lines)
  • Find, rescue and transport victims
  • Assignments

12
Rescue Operations
  • Progress Reports
  • Victim(s) located.
  • Patient(s) extricated.
  • Patient(s) transported.

13
Communications and Command
  • Whistle Blasts
  • 1 Stop or attention
  • 2 Up or forward
  • 3 Down or backward
  • Repeated Emergency
  • Hand Signals
  • Patting your head You are OK
  • Patting your head and pointing Are you OK?
  • Hand above head moving in a circular motion and
then pointing to an area eddy out here
  • Always point to positive

14
Rescue Operations
  • Tactical Considerations
  • Reach from shore using available equipment if
feasible (pike poles, ladder, shovel, inflatable
    hose)
  • Throw rescue ropes (throw bags) or inflatable
hose if reach unsuccessful or not possible

15
Rescue Operations
  • Tactical Considerations
  • Go consider tethered rescue
  • Rescuer Exposure Protection gt Ice Rescue Suit gt
    hood, gloves
  • Shore team dons PFDs and appropriate PPE (no
    TOs)
  • Rescuer clips into rope with necessary equipment/
    tools
  • Shore team secure anchor point on shore
  • Rescuer advances onto ice and spreads weight
    evenly across surface
  • Rescuer slides into ice hole w/ victim

16
Rescue Operations
  • Tactical Considerations
  • Go consider tethered rescue (cont.)
  • Rescuer places carabineer (first knot) around
victim back onto rope (creates a cinch)
  • Rescuer signals shore crew OK to pull
  • As shore crew pulls Rescuer assist victim out of
    hole
  • Once victim is supine on ice, Rescuer self
    extricates from the hole
  • Victim and Rescuer both distributes weight evenly
    over ice
  • Shore crew retrieves Victim and Rescuer and
    provides care

17
Rescue Operations
  • Tactical Considerations
  • Vehicle in the water
  • Same precautions as if the vehicle were on road
    way, plus water rescue precautions
  • Skid marks or roll over into water way

18
Rescue Operations
  • Tactical Considerations
  • Vehicle in the water
  • Water Dynamics
  • Vehicle will create an eddy and /or a hole with
    hydraulics
  • Access vehicle from the side or up river because
lack of stabilization down river hazard
  • Prevent situation of being pinned or working
    against current
  • Entering a partially submerged vehicle is the
same as a confined space entry
  • PFDs for victims

19
Rescue Operations
  • Tactical Considerations
  • Vehicle in the water
  • Stabilization and extrication requirements
  • Tow truck for stabilization and extrication from
    water
  • Vehicle can float or be pushed by current, very
    unstable

20
Rescue Operations
  • Treatment
  • Tx for Hypothermia, Near drowning, Cardiac arrest
  • Hypothermia is increase in heat loss and decrease
    in heat production

21
Rescue Operations
  • Safety Considerations
  • All rescuers within 10 feet of water must have
    PFDs.
  • Entry into water should only be attempted by
    trained personnel with proper PPE

22
Rescue Operations
  • Termination of Operations
  • Secure scene (tape off hazard areas)
  • Transfer scene to investigative authority

23
Extended Operations
  • Level 2 staging
  • Extended organization structure
  • Command staff vest system
  • Communications / medical plan
  • Air supply plan
  • Lighting plan
  • Rehab Area (covered with heat)
  • Food unit (Salvation Army)
  • Displaced/distressed citizens (Chaplin/Red Cross )

24
Conclusion - Review
  • Review
  • Fundamentals
  • Equipment
  • Rescue Operations
  • Extended Operations
  • Questions

25
Exercises
  • Deploy
  • Ladders
  • Inflatable Hose
  • Throw rope bags
