1PARENT SUPPORT ORGANIZATIONS AT RICHMOND
- Oya No Kai program-wide Japanese cultural
support - No other school has this organization.
- ONK focuses on supporting program-wide cultural
activities at all three schools (Richmond, Tabor,
Grant). - For Richmond, this means the 5th grade cultural
exchange, the Japanese Interns, the calligraphy
teacher and many other activities. - Richmond PTA program support at Richmond
- Every school has a PTA. The PTA focuses on
advocacy for teachers and children. The Richmond
PTA supports all kinds of activities exclusively
at Richmond. - Richmond School Foundation staffing at Richmond
- Every school has a Foundation too. The
Foundation is the only organization that can
raise money for staff. - Richmond Strategic Fundraising Committee (SFC)
this group is made up of members of all three
parent groups and was formed last year to try and
better coordinate the fundraising efforts of the
three groups.

Staff with an asterisk are classified staff.
These positions have fewer requirements and
certification than teachers or other staff, who
are called certified staff. This is important
because, for a local Foundation trying to raise
money to support staff, a fulltime classified
staff (0.5 FTE) costs half of fulltime
classroom teacher or other certified staff (1.0
FTE). Your money goes further buying
classified staff vs. certified staffalthough
most staff, like classroom teachers, must be
certified. 0.8 FTE was raised by Richmond
Foundation and others at Richmond for 2006/2007.
Without this money, these two positions (in
italics above) would have been lost!! Hooray
Richmond parents!
3PORTLAND SCHOOLS FOUNDATION
- WHAT District-wide umbrella organizations formed
in 1991 after Measure 5 passed this measure
moved control of school funding away from local
districts and gave it to the state. - WHY Foundations formed to allow individual
schools to raise money for staffing since state
control of funding left individual districts
otherwise unable to have any local control over
staffing. - WHO Every district in state can have a school
foundation. And every school can have a local

4RICHMOND SCHOOL FOUNDATION LAST YEARS BUDGET
- The fiscal year for the Foundation is July
June. The money raised is used to support staff
for September. - Last year, we raised 34,464.72.
- The majority of money was raised by a pledge
drive we asked families in 1-5 grades to
consider donating 300 per semester. - We picked 300 since this was the amount of
tuition parents of kindergarteners were paying
each month for full-day kindergarten. - Parents gave in all kinds of ways
- One lump sum
- A donation each semester
- A monthly amount
5WHERE ELSE DID THE RICHMOND FOUNDATION MONEY COME
FROM?
- Parents Last year, there were approx. 260
families at Richmond. And more than 50 families
donated to the Richmond Foundation. This is more
than 20 of families. This raised 21,614.72. - Matching gifts Money also came from matching
gifts from peoples place of business, including
Intel, Wells Fargo, HSBC and others. This raised
750. - Local business fundraisers Pizzicato, Blazers,
Nohos Restaurant, Iron Horse Restaurant, Barnes
Noble, Container Recovery. These raised 3100. - Business Pledge Drive (Japanese and Amercian)
Nippon Express, Yokos Restaurant, PA Metal
Fabricating Comp., Alten Sakai Accounting, Abby
Taylor Designs, Kaiser Permanente. This raised
3000. - Auction This was the first year that money from
the auction went to staffing at Richmond. 10 of
proceeds were given to Richmond Foundation. This
raised 6000. Next year, 25 will go to Richmond
staffingthen 50 so that the auction is split
50-50 between Richmond staffing and ONK Trip Fund.

- Goldman Sachs grant (25K)
- Summer parent pledge drive (10K) for a reading
specialist - Parent pledges (5K) )an amazing 45-50 of
families donated! - ONK teacher grant (2K)
- ONK matching grant for summer parent pledge drive
(5K) - Richmond consolidated budget (3K).
- Total of these other sources 40,000.
7PORTLAND SCHOOLS FOUNDATION EQUIUTY FUND THE
ELUSIVE 1/3rd
- After an individual school raises 5000,
one-third of every dollar raised on top of this
is taken and put in an Equity Fund run by
Portland Schools Foundation. - All the money in the Equity Fund given back each
year to unable to raise there own money for
staffing. It is done through grants awarded to
needy schools by Portland Schools Foundation. No
money raised stays with the Portland School
Foundation. - It costs approximately 90,000 to buy a
fulltime staff position60,000 is the cost to
the district and 30,000 goes to the Equity Fund - If the position you are trying to fund is
fulltime classified staff, it costs 45,000
(half of certified position)or 30,000 is the
cost to the district and 15,000 goes to the
Equity Fund

- OVERALL FOUNDATION TOTAL 34,464.72 (FDN)
- EQUITY FUND 9,821.57 went to Equity Fund.
- LIBRARIAN 17,643.15 covered the part of
librarian not covered by district. Richmond
School Foundation paid for 0.3 FTE of the 0.5 FTE
position. (0.5 FTE is the cost of fulltime
classified staff librarian.) - READING SPECIALIST Remaining 7000 went to 0.5
FTE reading specialist. - OTHER FUNDS 40,000 (Various sources)

9SCHOOL YEAR 2006/2007 THIS YEAR
- Last year, as noted, combined efforts raised
approx. 34K 40K 74K. If property tax
measures passes this November, it is only going
to keep us at the same level of supplemental FTE
we are at now. - Richmond Foundation Parent Pledge Drive there
are 271 families in 1-5th grade. - If each family gave 265 x 2, wed raise
143,630. - If each family gave 265 x 1, wed raise 71,815.
