Driver Shortage
  • Currently estimated shortage of 47,000 drivers
  • In 1991 over 40,000 people acquired lgv
  • In 1996 it had dropped to 28,000
  • In 2000 it was just 14,693
  • Numbers have reduced by 64 in 10 years

  • applies to mobile workers covered by 3820/85
    (tachograph rules)
  • daily and weekly rest as per 3820/85
  • maximum 48 hour average week - no opt out
  • cap of 60 hours per week
  • maximum 10 hour night work limit
  • minimum in-work breaks

EU Drivers Hours Proposals
  • European Commission proposals to simplify
    existing regulations
  • to respond to digital tachograph requirements
  • to make compliance and enforcement easier
    throughout Member States
  • intend to be introduced by January 2004

  • driving to include off-road driving
  • fixed week removed
  • no requirement to compensate reductions
  • daily rest extended from 11 to 12 hours,
    reductions still available
  • weekly reduction at base to 36 hours removed
  • 24 hour away from base option in place, but 45
    hours to be taken at least every other week
