property within the district.
6HISTORY
- In 1968, the 90th Congress passed legislation
(Rivers and Harbors Act of 1968) to begin
construction of the Red River Waterway Project. - With the assistance of the Red River Waterway
Commission the right-of-way acquisition, the
U.S. Army Corps of Engineers has constructed 5
locks and dams. - Today, the Red River is a navigable and
controlled waterway providing commerce,
education, and recreational opportunities for
future generations.
7OUR MISSION
- To acquire right of ways for the Red River
Waterway project. - To develop (along with the Corps of Engineers),
operate, and maintain recreation facilities. - Major focus is to participate in economic
development for the waterway area through
assistance to the ports to develop initial
facilities, and by providing and maintaining
navigable channels between the ports and the
river channel.
8Goals Objectives
- Acquire authorization of 12 foot channel
- Increase tonnage through economic development
- Funding support for ports
- To support the Corps of Engineers
9Port Projects
The RRWC funded 45 port projects for a total of
50 M
DOTD also funded over 45 M
10Two of the main products being imported on Red
River
Steel Coils from Thailand for Ternium
(Steelscape) at Port of Caddo-Bossier
Citric Acid from China for PG at Alexandria
Regional Port
11Port of Shreveport-Bossier
- cooperative agreement 4.5 million for
construction project. - 100,000 sq. ft. transit shed expansion for ADS
Logistics. - new facility to incorporate 2 cranes running
full length of building. - generate an additional 225,000 tons of steel
products transported by barge. - expected to create 16 new direct jobs and
increased tonnage on Red.
1212-foot channel
- current 9-foot channel is inadequate for
industry and shippers as all adjacent water
systems have 12-foot authorization. - 12-foot channel would increase efficiency
financially feasible. - benefits of a 12-foot authorization
- increased efficiencies and business
-
reduced transportation rates
- increased competition more industries to
use waterborne transportation
1312-foot channel
- allow 1/3 more capacity (approximately 400 to
500 tons per barge). - - same tow and crew to be used cost savings.
- - 6-barge tow could manage load from 9,000 to
12,000 tons. - user can move additional 3,000 tons of product
inexpensively.
- economic benefit examples include a 1.50 to
4.00 per ton savings in shipping liquid
petroleum, construction stone, fertilizer and
coal.
