  • 139 parties, incl. all bilateral donors, 26
    multilaterals and 57 developing countries
  • 56 commitments both donors and countries.
  • Adds Mutual accountability 12 Indicators, 21
    targets

    vision and commitments on aid effectiveness

    together what we could not do separately.

Where are PPPs in the aid effectiveness agenda?
  • Part of the dialogue
  • Recognized role in promoting domestic
    accountability
  • Country ownership not state ownership meaning
    there is a role for PPPs
  • But to date, core of aid effectiveness agenda is
    focused on the state, on core state functions
    improved planning and financial management at the
    centre

Tanzania HIV/AIDS budget
  • In Tanzania, development partners accounted for
    close to 90 of total public expenditure on
    HIV/AIDS in 2005/06
  • Government recurrent spending doubled
  • Large external earmarked money (mainly for AIDS)
    crowds out discretionary funding for health
  • Spending on health total health budget

CIDA support to NMSF
  • CIDA sector support to gov. National
    Multisectoral Strategic Framework (Cdn 20
    Million) provides flexible assistance
  • First tranche of 10 million is being allocated
    to LGAs this is the first time districts can
    plan budget for HIV/AIDS
  • CIDA also supports NGO HIV/AIDS programming
    consistent with NMSF in a pooled arrangement
    called Rapid Funding Envelope (10 donors)

    harmonization what does this mean for PPPs?
    Does this require internal restructuring and
    policy changes and if so, how far are PPPs
    prepared to change?
  • Are PPPs prepared or willing to become more
    involved in health systems work?
  • How aligned are PPPs prepared to be with national
    priorities?

How can PPPs help to operationalize principles of
Paris Declaration
  • In countries receiving program-based or sector
    funding, choose to become more active and more
    engaged working with country governments, donors
    and local civil society
  • to analyze, research the role of PPPs in the
    sector
  • identify the gaps and aim at developing more
    harmonization, coordination
    amongst PPPs

  • invest in human resources that can do policy,
    analytical work to complement the delivery of
    services
  • become more involved in examining systems issues
    (i.e. human resources, information systems,
    financing, etc)
  • share experiences to strengthen capacity with
    other PPPs
