RECEIVING ENVIRONMENT LEGAL OBLIGATIONS
  • Permit 2131 B relaxations
  • Colour 100oH until December 2002

  • New licence require reserve determination
  • In the interim must show what we are doing to

    CP not proved

  • Council resolution 1997 wrt tariffs new Bylaws
  • Principle of uniform tariff across Unicity
  • At that stage uniform UW tariff of R2,08 /kl
  • Council required to take action to comply with WQ
    stds
  • Calculations showed considerable savings possible
    for most industry
  • Savings could be utilised to fund environmental
    improvements
  • Since then UW tariff moved closer to resembling
    EWS tariff

  • New charging system to be phased in as necessary
    improvements made
  • Where new tariff is more to be phased in with
    inflationary increase plus max 20 as done
    elsewhere with formation of EWS
  • Just administrative action - must be applied
    equally to all industry
  • Permit is legal way of ensuring fairness and
    equity
  • New permit developed together with Norwegians
    ensures international best practise
  • Stds have to be set for permit conditions
  • Cleaner production part of all new permits in
    eThekwini
  • Unique negotiations with each company

    required and allocate percentages to these
  • 70 - Textile ADMI std of 450 and evaluation
    of red colour
  • Conductivity currently no std limit but will
    use previous results to make legal
  • 30 Cleaner production and BAT
  • COD 1700 non textile and other requirements
    eg solids removal

  • will be as soon as new set of 12 samples obtained
    over 3 months which verify improvement claimed
  • sampling and analysis to be done by outside
    laboratory either accredited or approved by EWS
  • BAT/Cleaner production
  • upon verification of milestones as per agreed

  • CP will be considered on improvements since 1997
  • Cleaner production on water issues only

PERMITS GENERAL
  • Targets must be in place and not anticipated
  • Engineer to verify targets met by report to
    Manager who has delegated authority to change
    charge
  • Could result in more than one tariff restructure
    per year.
  • Shared tariffs as progress with environmental
    targets e.g. 50 Umgeni tariff and 50 EWS
    tariff
