The 3 steps of their creation...

1st step (July 2006)

• The EC request
• Publication of "Guiding Principles" for
  setting up systems of National Contact Points
  ..." for the different areas of FP7.
• Each member state (or associated country)
  organises its own NCP system in agreement with
  these guiding principles

2nd step(Sept. 2006)

• The call of the French Ministry of Research
  (MESR)
• Publication of a call for Expression of
  Interest for the nomination of french National
  Contact Points.
• A list of NCPs to be nominated is published by
  the MESR.

Conditions for Expression of Interest

• Each NCP has to be a consortium of public
  organisations with recognized expertise relevant
  to the thematic area
• 1 co-ordinator ("the executive NCP")
• partners (dealing with specific aspects of the
  theme)
• NCP consortia have to comply with EC "Guiding
  Principles"
• Information, Assistance and Training
• Privileged relations with EC
• Cooperation with national delegates to the
  relevant Programme Committee (Ministries,
  National Mirror Groups...) statistical analysis
  of French participation etc...
• The MESR (DGRI-BAE) will coordinate the network
  of all French NCPs (PCN "FRANCE"), and launch a
  common website http//www.eurosfaire.prd.fr

3rd step(Oct. 2006)

• Nomination of the "BIO-NCP"
• A consortium of 8 partners, co-ordinated by INRA,
  applied for the BIO-NCP.
• The EoI was accepted by the ministry and INRA was
  appointed as the executive BIO-NCP.
• The official list of names of all executive NCPs
  (main contacts) was sent to the EC available on
• http//cordis.europa.eu/fp7/get-support_en.html

BIO-NCPs Missions

• Main Objective To spread information to - and
  promote the participation of - socioeconomic,
  academic and research actors (public and private)
  on activities covered by Theme 2 of the
  COOPERATION programme "Food, agriculture
  fisheries, and biotechnolgy" (1935 M / 7 years
  6 of "Cooperation" budget )
• Second Objective To stimulate SMEs (mainly
  Agro-Food Biotechnology) to be partners in FP7
  "Collaborative projects" (15 of EC research
  contribution earmarked for SMEs).
• Other objectives
• To promote International Cooperation (ICPC,
  candidate countries)
• Play a role in the european network of BIO-NCPs
  (BIO-NET, coord. NL)
• Reinforce the presence of French regions
  (competitivity clusters,
• Any other action... (...for the success of FR in
  the ERA)
