The criteria this year
  • The difference between contract range holdback
    for HESES02 and the HESES02 re-creation exceeds
    250,000, or 5 per cent of total recurrent
    teaching funding for 2002-03
  • The difference in any net grant adjustment
    relating to funding conditional upon delivery of
    growth between HESES02 and the HESES02
    re-creation exceeds 150,000
  • The difference between holdback for
    under-recruitment against the medical and dental
    contract FTE for HESES02 and the HESES02
    re-creation exceeds 100,000
  • More than 100 students are identified with
    undetermined completion status and there is a
    difference in grant adjustments of 200,000,
    between HESES02 and the HESES02 re-creation
  • In addition we have additional criteria for HESA
    RAS and the cost centre norms components of the
    exercise

Grant adjustments
  • We make grant adjustments after sign off or..
  • Reduce the risk of grant repayments accumulating
  • will reduce monthly grant payments
  • we have requested a response to the HESES02
    re-creation and HESES02 comparison and
  • we have not asked for, or we have asked for and
    not received, confirmation that the HESES02
    re-creation reasonably reflects the outturn
    position for 2002-03 by 20 May 2004 and
  • the grant adjustment for 2004-05 that would
    result from the HESES02 re-creation position
    shown on 20 May 2004 would represent a reduction
    in the teaching funding allocation for
  • 2004-05.

Grant adjustments
  • Once data signed off and original return is
    superseded

Minimum adjustments to grant
  • Objective of exercise is monitoring of funding
  • HESES02 re-creation supersedes HESES02 once
    confirmed
  • including where response required for cost centre
    norms.
  • RAS02 re-creation supersedes RAS02 once confirmed
  • Thresholds are NOT the minimum grant adjustments
    that might be effected
  • Once asked for a response we require you to fully
    explain all discrepancies, not to return to any
    initial thresholds
