• No individual responsibility
• No control over the staff
• Wrong decisions due to work pressure
• No time for planning

De-centralization of Powers

• Delegation of Admn. decisions / Sanctioning
  powers to the HoDs
• Division of Gen. Admn. Section to get the control
  over staff
• Though this de centralization brought into force
  the public continued to visit central offices for
  the services and redressal of petty grievances.
  Hence further decentralization of administration
  introduced in the HDMC from the financial year
  2005-06

Decentralization of Administration

• Twin city is divided into 12 Zones and 3
  divisions.
• Establishment of Zonal Offices cum Citizen
  Service Centres in each Zone.
• Each Zonal Office comprises around 3-6 wards
  headed by a Asst. Commissioner rank of AEE / DRO
• These Zonal Offices act as full fledged HDMC
  offices
• Technical support from Divisional Engineers
• Citizens need not come to Central Office to avail
  any of the services rendered by HDMC.
• The Asst. Commissioners have been delegated with
  the powers of the Commissioner as per the KMC Act
  which also includes Registration Certification
  of Births Deaths and Khata extracts.
• Connected thru Wide Area Network to provide
  online services
• Delegation of powers to the lower level staff
• The Asst. Commissioners have been delegated
  powers to control and supervision of their staff
  and also keeping their service records
• Assessment of Zonal Offices Agenda Groups

• Services and redressal of grievances at root
  level
• Distribution of workload and responsibilities
• Effective utilization of man power
• Free time for HoDs for planning
• Transparency in the administration
• Quick effective services to the citizens and
  increase in credibility
