FindingsPoor Staff Availability
  • The Regional Commissioner of Subawanga reported
    that they had to close 19 health facilities
    because of staff shortages.
  • Chunya Council requested 56 health staff of
    various cadres out of this number, they
    requested for 18 medical attendants but received
    32

Findings Poor Staff Retention
  • Sumbawanga Urban 23 health staff were reportedly
    posted but only 3 reported and 2 left.
  • Districts do not have an induction plan for new
    recruits

FindingsManagement
  • If you give me some authority, I can address
    some problems locally, but you see I dont have
    the power, so I have to live with these
    problems.
  • Public training institutions still have limited
    powers on student admissions

Findings Poor Staff Motivation
  • Medical attendants living in hard to reach areas,
    who earn 80,000 Tanzanian shillings per month
    told us they had to pay up to 30,000 Tanzanian
    shillings for transport to collect their monthly
    salary.
  • Many staff complain that upon return from
    upgrading courses, they revert back to previous
    job.

FindingsTraining Schools
  • Limited uptake of new technologies
  • No career path for trainers
  • Over emphasis on accommodation for students
  • Poor learning environment (libraries and learning
    materials and supervision)

Recommendations
  • If HRH is a crisis, we recommend the following
    for immediate consideration and action within
    this fiscal year

Recommendations
  • Suggesting for an immediate meeting between
    ministries of MOHSW, PMORALG, Finance, and Public
    Service Management to resolve and finalize
  • Recruitment and posting of staff
  • Hardship allowance
  • Consolidation of HRH management at district
    level
  • MOHSW to immediately establish as a priority, a
    mechanism for projecting and tracking human
    resource mobility.
  • Expedite the decentralization of training through
    the Zonal Training Resource Centers.
  • Consider the establishment of HRH Commission
