Impediments to Autonomy
  • More consideration needs to be given to OM costs
    upfront
  • Too much emphasis is placed on the higher short
    term cost of implementing autonomy rather than
    the longer term cost savings
  • Operations personnel must be brought into the
    process from the onset
  • Lack of understanding of what autonomy means and
    will do (i.e., spacecraft takeover)
  • Not all autonomy/automation is high risk
  • Autonomy/Automation is not an all or nothing
    proposition
  • Lack of standardization hinders low cost
    development of autonomous software
  • Higher cost of validation and verification of
    autonomous software
  • There exists the potential that reliance on
    autonomy will cause operators to lose expertise.
  • It may take longer to resolve problems when the
    autonomous software cant resolve a problem
  • Autonomous software is generally more complex
    and harder to maintain
  • Many new programs are PI driven.
  • This often results in lack of mgmt experience or
    foresight.
  • Operations is not a major focus
  • This often leads to insufficient Operations
    budgets
  • The DoD community is often risk adverse
  • There is a general reluctance by Program Mgrs to
    make changes on their watch.
  • Military Program Managers are often too short on
    station.
