Title: National Information Exchange Model
1National Information Exchange Model
Presented by Mini Kanwal June, 09
2What is National Information Exchange Model (NIEM)
- NIEM is an interagency initiative to provide the
foundation and building blocks for national-level
interoperable information sharing and data
exchange.
3NIEM Background Global Justice XML Data Model
(GJXDM)
4NIEM Leveraging Global JXDM
- Robust, mature framework
- Rich, flexible, and extensible
- Effective governance mechanism
- GXSTF joins government, industry, and
practitioners - Widespread recognition and use
- Substantially installed base
- Especially among state and local agencies
- Multidisciplinary functionality
5NIEM Objectives
- Develop a unified strategy within the U.S.
Departments of Homeland Security (DHS) and
Justice (DOJ) for an XML-based information
sharing capability. - Develop an initial implementation of the NIEM
that satisfies Executive Order (EO) 13356 and
Homeland Security Presidential Directive
(HSPD)-11. - Develop an exchange layer for the XML profile
implementation of the Federal Enterprise
Architecture Data Reference Model (FEA DRM). - Provide technical assistance and training to
local, state, tribal, and federal organizations
seeking to implement revisions to the GJXDM. -
- Build out a framework for many pilot use cases
under the umbrella of the NIEM. -
6NIEM Implementation Approach
7Component Mapping a.k.a Gap Analysis
Component Mapping is the process of identifying
and characterizing similarities and differences
between the National Information Exchange Model1
(NIEM) and another data source2
8Component Mapping Process
Example DHS Agencies
GJXDM (NIEM Baseline)
?s via Component Mapping
ICE
CIS
SME Inputs
Expanded Content and Model Refinements
CBP
NIEM Version 1.0
9Identifying DHS Projects
- Information Analysis and Infrastructure
Protection - HSIN/JRIES
- Border and Transportation Security (BTS) Pilots
- BTS DED
- BTS Net
- Immigration and Customs Enforcement (ICE) Pilot
10Component Mapping Data Types
- Database model (ERD, UML, DDL, DED, etc.)
- XML document
- XML reference schema
- Information Exchange Package
- Message
- Query/Response
- Transaction Set
- Word document
- Forms
- Electronic
- Structured
- Unstructured
- Paper
11Component Mapping Template
12Component Mapping Template
13Candidate Component Mapping Pilots
- Border and Transportation Security (BTS)
- BTS DED
- BTS Net
- Immigration and Customs Enforcement (ICE)
- Federal Bureau of Investigation (FBI)
14Component Mapping Data Sources
- N-Dex - Law enforcement national data exchange
system - Incident or event based information sharing
system for local, state, and federal law
enforcement agencies - Incident/Event reports Arrest, Booking and
Incarceration data - ICE EDM-Includes EID, IDENT, DACS, SEVIS
- EID - Enforcement Integrated Database
- Investigates criminal aliens
- Tracks deportable aliens
- Tracks immigration cases
- IDENT- Biometric Identification System
- DACS- Deportable Alien Control System
- SEVIS-Student Exchange Visitor Information
System - TECS- Treasury Enforcement Communications System
- Tracks suspect individuals, businesses,
vehicles, air and vessels - BTS Related Forms
15Component Mapping Benefits
- Recommendations for new NIEM content, e.g., new
core and universal core components - Revisions to NIEM, e.g., definitions,
relationships - Mapping rules between legacy data sources and
NIEM - Basis for extending and constraining NIEM
components for domain-specific applications - Specification for XML Information Exchange
Packages - Basis for future enterprise data model
development
16CORE Common
17Core Components - Sample
Component Mapping is the process of identifying
and characterizing similarities and differences
between the National Information Exchange Model1
(NIEM) and another data source2
1. The current NIEM baseline is the GJXDM Version
3.0.2 2. Includes database model, e.g., ERD or
DDL, messages, transaction sets, forms, etc.
18NIEM Benefits
- Leverage the benefits of Global JXDM.
- Facilitate growth of the data model through
harmonization of new data components. - Coordinate independent project teams within DOJ
and DHS. - Provide effective support and assistance for
practitioners. - Facilitate discovery of reusable data components.
- Facilitate assembly of exchange packages.
- Maintain compatibility with Global JXDM.
