cost-wise readiness and dominant maritime combat
power to make a great Navy/Marine Corps team
better
9
THE GOALS
VADM Massenburgs Goals To balance current and
future readiness To reduce our cost of doing
business To improve agility To ensure
alignment To implement fleet driven metrics
10
FWST APPROACH
  • To balance current and future readiness
  • Provide highly trained and qualified personnel
    on-site/on-call in support of engineering,
    technical, logistics, and training requirements
for all Naval Aviation Weapons/Systems including
    aircraft interface, operation, maintenance, and
modifications to Naval and Marine Corps aviation
    units. Anytime, Anywhere!
  • To reduce our cost of doing business
  • Work closely with TYCOMs to identify support
requirements and reduced manning levels to meet
    those requirements. Right Sizing!
  • Virtually eliminated administrative support
    personnel.

11
FWST APPROACH
  • To improve agility
  • Established a solid chain of command that focuses
on our responsibilities and accountabilities to
    our fleet customers.
  • Decentralized management functions to Regional
    Coordinators. Strategically located and empowered
to make rapid and authoritative decisions (in the
field and from the field) in support of emerging
    localized fleet requirements.
  • Improved connectivity and communication between
all levels within the team to expand and improve
information exchange and provide virtual and
immediate technical assistance for deployed fleet
    assets.

12
FWST APPROACH
  • To ensure alignment
  • Recently realigned to include the positions of
FWST Deputy Program Manager and three Regional
Coordinators to enhance both customer service and
    FWST personnel support.
  • To implement fleet driven metrics
  • Fleet TYCOMs establish the requirements that we
support. In order to measure the value our
support adds (Metrics), a Web based reporting
system has been developed and will soon be
    implemented throughout FWST.
