Compulsory Education(1865-1920)

Political
  • On the State level, the first compulsory
attendance law was enacted by Massachusetts in
1852. The system of compulsory education
established in Prussia in 1717 was often cited as
a model argument in its favor. Beginning in 1864,
other states followed Massachusetts lead, such
that by 1919 all states had adopted compulsory
attendance laws (Georgia enacted its law in
1916). On the Federal level we have Morrill Act,
passed 1862 Established land grants for states
to provide colleges for their citizens.
Department of Education Act, 1867. Authorized the
establishment of the U.S. Department of
Education. Second Morrill Act, 1890. Provided for
money grants for support of instruction in the
agricultural and mechanical colleges. Plessy vs.
Ferguson 1896 Supreme Court upholds a Louisiana
state law allowing for equal but separate
accommodations for the white and colored races
Smith-Hughes Act 1917. Provided for grants to
states for support of vocational education.
Smith-Bankhead Act, 1920. Authorized grants to
    states for vocational rehabilitation programs.

Economic
  • "If a parent does not approve of a private school
they can remove their children and their money
from it, and take both elsewhere. No such option
exists in societies with public schools whether
parents send their children to a public schools
or not, and whether they approve of the ideas
taught in those schools or not, they must still
pay for public education through compulsory
taxation. This added burden often makes it
impossible for many parents to even afford to
send their children to private schools."

5
Impact
  • The attendance laws have led to our modern day
laws on attendance (absent for to long go to
jail) The curriculum was changed to focus on
college prep. and vocational training which is
still taught in schools today as the Vocational
    and College prep tracks.
