- 14-19 White Skills paper (Feb 2005) identified
the need to offer a motivating and engaging route
for 14-16 year olds who - find it difficult to achieve progress within the
current curriculum - Are dissatisfied and disengaged with other
programmes available to them in school
4Aims
- The programme aims to
- Motivate learners who are likely to be stimulated
by more work-focused learning environment - Encourage learners to complete KS4 and progress
to further learning, training or employment

- We have to face facts unskilled jobs are
becoming few and far between. The days where you
could leave school with no qualifications and be
pretty sure you could get a job are long gone.
If we are to remain competitive as a country we
must have a skilled workforce
