  • Local Area Agreements
  • Local Area Agreements represent a radical new
    approach to improve co-ordination between central
    government and local authorities and their
    partners, working through the Local Strategic
    Partnership.
  • Local Area Agreements a prospectus ODPM 2004

Local Area Agreements - Concept
  • A 3 year agreement between Government, the local
    authority and other partners in an area
  • Focused on a set of outcomes that are agreed by
    all as key priorities for the area
  • Outcomes to reflect national priorities from PSA
    but also local priorities from community
    strategies etc
  • Government lets the local area decide how the
    outcomes are achieved and gives partners
    flexibility to pool budgets.

Mandatory outcomes Safer and Stronger
  • To reduce crime, the harm caused by illegal
    drugs, and to reassure the public, reducing the
    fear of crime and anti-social behaviour.
  • To empower local people to have a greater voice
    and influence over local decision making and the
    delivery of services.
  • New Mandatory Indicator for April 2007
  • To build respect in communities and to reduce ASB

Local Area Agreements - Funding
  • Partners pool budgets and then assign funds
    centrally to meet the targets they have set in
    their LAA.
  • This is unlikely to happen in the first year of
    the LAA however and it is more likely that
    budgets will be aligned.

LAAs - The future
  • Phase 1 April 2005 Kent / Brighton Hove
  • Phase 2 April 2006 Buckinghamshire, Oxfordshire,
    West Berkshire and Wokingham are in the process
    of negotiating their LAAs. They are complete and
    have been submitted for ministerial sign off for
    a start date of 1st April 2006.
  • Phase 3 LAAs to be rolled out Nationally by 2007.
  • Milton Keynes, Slough, Bracknell Forest,
    Reading, Windsor and Maidenhead start date of
    1st April 2007.

LAA Performance Management
  • Six Monthly reporting
  • Annual strategic review of LAA / refresh
  • Performance management frameworks being drawn up
    by partners
  • Information sharing / performance management
    systems being assessed at this time.
