6JNTC Operational Imperatives
- Improve prioritized warfighting capabilities
based on COCOM requirements and articulated in
the JFCOM training guidance - Focus training resources to improve warfighting
capabilities. - Ensure feedback process exists to correct DOTMLPF
shortcomings. - Leverage existing joint / service exercises
- Do not create additional exercises.
- Embedded joint training causes minimal
disturbance to existing service training - Use real forces wherever practical
- Train only those needing the training.
- Build persistent capabilities
- Make inclusion of joint context routine.
- FY05 plan builds capability while supporting
training. - Leave joint training environment in-place for
follow-on training. - Extend the joint training community to accredited
training centers of excellence to provide
adequate training opportunities.

8From Event Centric to Program Centric
- Accreditation Certification are the bridge from
an Event Centric to a Program Centric Approach to
improving joint training training - FY04 ? Pre-IOC and Supported 4 Events
- FY05 ? Begin Transition to Program Centric
(Events embedded within nominated programs) - Begin Accreditation Reviews
- USJFCOM Joint Warfighting Center
- Service Programs
- Support Element Start-up
- FY06 ? Year of Transition
- Continue Accreditation Reviews
- COCOMs and remaining Service Programs
- Support Element Employment Complete
- FY07 ? Program Centric Sustainment
9Accreditation Program Goals
- Training program accreditation review conducted
- First accreditation review of a Service program
in April - First accreditation review of a COCOM program
will be conducted in early FY 06 - Training shortfalls, if identified, are addressed
- JNTC resources will be focused on providing
persistent capabilities to address identified
shortfalls - Training programs are accredited to conduct
training on specific joint tasks
10Certification and Accreditation
Accreditation ensures the appropriate elements
of joint context are present when training to a
specific joint task, or portions of that tasks.
Certification Architectures, configurations,
standards, for establishing a realistic joint
training environment.
LVC Environment
Comms Infrastructure OPFOR tech.
Accreditation and certification are linked in
that certification will make certain that the
systems, networks, architectures, etc., needed to
produce the required elements of joint context
are available and meet the established joint
standard
11Intent of Accreditation
- To build a process that will ensure delivery of a
recurring, consistent, realistic training
environment for all units participating in joint
training, regardless of location.
- Does NOT imply that joint training can not or
will not be conducted by programs not accredited - Does NOT imply that joint training resources will
not be available to programs not yet accredited
12Accreditation - University Analogy
- A University (Training Program) is accredited
not the students (training audience)
- The accrediting agency (JWFC) ensures that the
University (Training Program) has the required
resources to provide a quality education
(training) to the students (training audience)
- What a student (training audience) gets from the
accredited university (accredited training
program) is an education (training).
- When a student (a unit) shows up at the job, the
employer (COCOM) is reasonably - confident that the student can do the job
(mission) because the student(training audience)
was educated (trained) at an accredited
university (accredited training program)
13How will accreditation process work?
- Program nominated by parent Service or COCOM
- Program begins developing self-analysis packet
- Assisted by program coordinator and JWFC support
element (once on station) - Until arrival of support element, JWFC will
conduct a 1-3 day visit to help a program develop
self-assessment
Self-assessment
- JWFC reviews self-assessment, develops a review
team plan, and assembles the team - visit message released by CDR of JWFC outlining
mission, purpose, and end state - JWFC conducts Accreditation review team visit (5
work days) consisting of an In-brief (Day 1),
program review (Day 2), Prepare review package
(Day 4) (results, shortfalls, and fixes),
Out-Brief and document concerns (Day 5)
On-site evaluation
Joint Force Trainer Approves recommendation for
accreditation
- JWFC assembles accreditation report which
includes the nominated programs mitigation plan
- Review team recommendations provided to CDR JWFC
