Oriented in Job Rehabilitation A presentation
2 The main aim of the project To elaborate
and experiment a common European vocational
training model for tutors that follow the labour
inclusion process of disadvantaged social groups.
3The specific aims are 1)Definition of a European
picture concerning vocational training of tutors
that follow the labour inclusion process of
disadvantaged social groups 2) Exchange of
information and tools for the elaboration of a
common and homogenous training module in the
different European countries
3)Elaboration of cross-sectional evaluating
tools 4) Experimentation
of the training model in the different European
countries 5) Evaluation of the quality and the
effectiveness of the training module, together
with the beneficiaries and the partners 6)
Individuation of best practices 7)
Mainstreaming 8)Dissemination of the results.
4The partnership
- The partnership is composed of an extended
network of subjects local bodies, vocational
training centres and representatives of social
entrepreneurship, present on five territories
part of four different European countries
(Piemonte and Veneto in Italy, France, Bulgaria
and Poland)
5 The Partnership will start an experience of
shared research-creation-experimentation-validatio
n, in order to plan together a vocational
training model for tutors with standard European
modules and to recognize this professional
profile on a European level.
6External outcomes
- The external expected outcomes of the project
TEUTOR, which will have an impact beyond the
partnership, are - the participation of the final beneficiaries to
the vocational training module, that will help
their integration in the labour market - II) the European recognition of the vocational
training model and the professional profile
defined by the project.
7The vocational training centres will have a
complete vocational training model that can be
reproduced in following courses, able of helping
the qualification of future participants, that
will then be facilitated in accessing the
European labour market as qualified professional
tutors with a title recognized on a European
level the demand of social enterprises for
qualified tutors will be satisfied the local
bodies will be able to implement the developed
best practices in their labour policies, to
better respond to the professional needs of young
people and of disadvantaged social groups to
employ, when necessary, qualified tutors the
disadvantaged social groups will benefit from the
support of qualified operators in their
professional and social lives.
8- The phases of the project (named WPs-work
packages) are - RESEARCH
- ELABORATION AND CREATION OF THE VOCATIONAL
TRAINING MODEL FOR TUTORS, OF THE DIDACTIC
MATERIAL AND OF THE EVALUATION SYSTEM AND
INSTRUMENTS - IMPLEMENTATION OF THE VOCATIONAL TRAINING MODEL
FOR TUTORS - EVALUATION AND MAINSTREAMING.
9- PHASE 1 RESEARCH

- A transnational research is to be conducted on
- existing vocational training courses for tutors
in the different European countries of the
partners involved in the project (Italy, France,
Poland, Bulgaria) - social qualifications that are recognized on a
regional and national level - regional and national legislation concerning the
labour inclusion process of disadvantaged social
groups. - The research is due in each national language,
translated and assembled in English, in order to
permit the dissemination of the results.
10- PHASE 2 ELABORATION AND CREATION OF THE
VOCATIONAL TRAINING MODEL FOR TUTORS, OF THE
DIDACTIC MATERIAL AND OF THE EVALUATION SYSTEM
AND INSTRUMENTS - A vocational training model for tutors dealing
with the labour inclusion process of
disadvantaged social groups will be created
(elaboration of the training modules and
adjustment of these according to the situations
present in the different partner countries
selection of the teachers). - A web site with a virtual classroom will be
created in order to use E-Learning tools method
for some of the lessons.
11- A didactic software on CD ROM will be elaborated
and will include the main subjects and themes of
the vocational training model (psychology,
sociology, pedagogy, rehabilitation psychology,
family sociology, comunication, language use,
creation of interpersonal relations..). This
product will be used both during frontal lessons
in class and indipendently by the students. - The group of final beneficiaries (minimum 5
students per territory) and their basic abilities
will be defined. - The specific evaluation instruments for the
training model will be elaborated evaluation
grills, reports for the trainers and the
students.
12- PHASE 3 IMPLEMENTATION OF THE VOCATIONAL
TRAINING MODEL FOR TUTORS - The vocational training model will be
experimented in 5 territories (Piemonte, Veneto,
Bulgaria, Poland and France) of the 4 partner
countries. It will include - frontal lessons in class
- E-Learning modules
- seminars and stages in different structures of
the different territories, in order to have a
direct experience with the different categories
of the disadvantaged social groups (minors,
substance abusers, disabled people,). Its in
fact very important to experience the so called
Learning By Doing method. - .
13- The whole training course will last 82 hours.
- The E-Learning method will be implemented through
the use of the didactic software on CD ROM and of
the web site with a virtual classroom. - The web site with the virtual classroom will be
composed of 3 different sections - Public section opened to all, used for
information exchange during the project and for
the dissemination of the results - 2)Trainer section the trainers, from the
different European countries, will share their
experiences, their difficulties and their
materials in English in a virtual Classroom. They
will also collaborate in the creation of the
didactic software.
143) Student section Following the aims of the
training plan proposed to the students, there
will be the possibility to deepen the knowledge
of some of the subjects and themes through a
E-Learning virtual platform the students will be
able to confront eachother, prepare and exchange
essays on the topics discussed in class, also
thanks to the use of the didactic software on CD
ROM. The final expected result is the European
recognition of a certification of the necessary
skills/competences a tutor should have.
15PHASE 4 EVALUATION AND MAINSTREAMING In this
phase all the partners will define quality
indicators, in order to evaluate the training
course, interms of efficiency and
effectiveness The definitive vocational training
model for tutors will be then outlined and the
procedures to obtain the European certification
and the recognition of the title initiated. The
Best Practices will be gathered and summarized in
a final publication, that will cointain all the
main aspects of the project and can be
distributed by the partners. The final event will
also be useful to disseminate the results and to
do mainstreaming. The web site will also continue
to be active after the end of the project so that
the results will be available to the public and
the partners can continue to collaborate.
16- MAIN STEPS OF THE PROJECT
- November 2007 Febraury 2008 Research phase
- 2) End of February - March 2008
- Selection of the possible trainers
- Elaboration of a proposal of didactic plan for
the vocational training model for tutors,
17HOW SHOULD THE DIDACTIC PALN BE DRAFTED?
- It should be be based on the results of the
research and of the transnational meeting held in
Venice - It should be drafted according to local needs and
context - Local needs could be analysed through local focus
groups with the actors involved in the inclusion
process of disadvantaged social groups - Proposals must be sent to the Municipality of
Asti by the end of March 2008.
18- April 2008 the Asti partners will try to
summarize all the proposals in one didactic plan
and will then send it to all the other partners
the summarization process will be shared through
emails, phone and skype contacts. - May 2008 a transnational meeting in France will
be held to validate the common European didactic
plan and define the main subjects it should
include these will be the basic material for the
CD ROM - June July 2008 each partner, in collaboration
with the selected trainers, will work on the
contents of the CD ROM and of the E-Learning
platform. The contents of the CD ROM can be quite
general and must be in English. The contents of
the E-Learning platform will be translated into
the different languages, a summary will be
available English, to make the website and the
platform accessible on a European level
19- September 2008 a transnational meeting in
Bulgaria will be held to validate the contents of
the CD ROM and of the platform and the organise
the training course in the different partner
countries. The specific evaluation instruments
for the training model will be elaborated
evaluation grills, reports for the trainers and
the students. - November December 2008 Beginning of the
training courses (to be over by the end of March
2009). The selection process could start in
October 2008 - April 2009 Gathering and elaboration of the
evaluation data of the training model, through
specific elaborated evaluation instruments
209) May 2009 a transnational meeting in Poland
will be held in order to define the general
evaluation grids, confront eachother on the
efficiency and the effectiveness of the training
model for tutors, elaborate the final didactic
plan, define the developped Best practices and
decide the main topics of the final evaluation
document and publication for the mainstreaming
activity 10) June July 2009 partners will
evaluate the results and the impact of the
project and its activities in their territory
they will draft a final report in national
language, and translated into English for the
publication. The evaluation process will be
supported by specific evaluation tools, i.e.
interviews and focus groups
2111) August 2009 All the reports of the different
partners will be assembled by a professional
researcher in a joint publication that will
contain an overall evaluation of the project,
with reference to the single partner countries,
the final vocational training model for tutors
and the Best Practices 12) September 2009 The
final transnational meeting will be held in Asti
(Italy) to present the final publication,
disseminate the results and do mainstreaming
activities. Meetings with the competent
institutions (Italian and European) will be
organized in order to obtain the European
recognition of the vocational training model and
the professional profile defined by the
project. Partners are free to organize specific
local events in order to disseminate the results
of TEUTOR on a local, national and sectorial
level.
22Monitoring and the Evaluation - Use of
Timesheets to monitor and account hours spent on
the project monthly - Use of chronohistoric
sheets to monitor the relation between expenses
and activities implemented. And More.. An
Operative Board is to be created during the
Venice transnational meeting composed by one
member for each partner, will be coordinated by
the Project Manager. It will be responsable for
coordination, monitoring of the activities of the
project, periodic assessment of the results of
the single steps of TEUTOR thanks to the
chronohistoric sheets.
