Background

Immigration Trends
  • 2004 to 2007
  • UK saw a sharp rise in immigration from Eastern
    Europe, largely from countries that joined the EU
    in 2004.
  • UK continued to have steady inflows of migrants
    from outside the EEA and high levels of
    emigration from the UK to Europe/worldwide.
  • 2008 onwards
  • Evidence suggests that migration to the UK has
    slowed through 2008 and is likely to fall further
    during the economic downturn.

What is Government Doing?
  • Migration Impacts Fund.
  • Regional strategic migration partnerships
  • Exceptional Circumstances Grant for schools
    experiencing a rapid growth in pupil numbers.
  • Providing funding to Homeless Link to co-ordinate
    action to reduce rough sleeping among recent EU
    migrants.
  • 50 million over the next 3 years to support
    community cohesion.
  • Piloting Specialist Cohesion Teams.
  • Migration Excellence Programme (now concluded).
  • Developing policy on English for Speakers of
    Other Languages - A new approach is being rolled
    out in Sept 2009 (details tbc).
  • New local immigration teams will be rolled out
    across the country by December 2011.

Migration Impacts Fund Purpose
  • Transitional Impacts of Migration
  • No activities are ruled out provided they are
    they are directly targeted at managing pressures
    on public services relating to transitional
    impacts of legal migration, to the benefit of the
    settled community.
  • Proposals should be supported by evidence of need
    and the impact that the funded work will have.

  • All bids should have the endorsement of the LSP.
  • Sub-regional / multi-borough bids are encouraged.
  • Minimum grant threshold of 10,000 will apply.

Funding Available (cont.)
  • Government committed to providing a similar
    amount in 2010/11.
  • Review in autumn of migrant fees before making a
    final decision of the amount of funding for
    2010/11.
  • No fixed breakdown of funding per borough but,
    see migration data.
  • Grant is not ringfenced.

Operating Period
  • Single application round.
  • Bidders can apply for funding for up to two years
    - for 2009/10 and 2010/11.
  • Offers of funding will only be guaranteed until
    31 March 2010.
  • Offers for continued funding after this date will
    be provisional, subject to good progress with
    delivering the project being demonstrated, and
    the funding being made generally available.
  • Only fund for more than one year if the nature of
    the project clearly requires this continuity.

  • Examples of the types of activities that could be
    funded are
  • ESOL Provision
  • Information, Advice and Guidance Services
  • Voice and Representation
  • Crime and Drugs including Disproportionality,
    Increasing support via safeguarding procedures,
    Gangs, Victimisation and alcohol and drugs
    issues, Prostitution and trafficking and PREVENT.
  • Rough Sleeping - A10 nationals account for 20-25
    of all rough sleeping in London (concentrated in
    City and Westminster and other inner London
    boroughs).

  • Private Rented Sector - Overcrowding /awareness
    of Landlords duties.
  • Health and Social Care access to health and
    social care services, improving services and
    improving health and wellbeing (such as TB, HIV
    and mental health).
  • Children's Service Areas Children Missing
    Education/Not receiving a suitable education ,
    Private fostering , Identifying missing children,
    Access to education post 16 and Safeguarding

Applications
  • Limit the application (including any
    supplementary information provided) to no more
    than five pages.
  • Bids containing multiple projects can submit an
    additional two pages for each additional project
    (i.e. a maximum of seven pages for a two-project
    bid).

Bid Assessment
  • Appraisal Panel will consider whether the bids
  • Directly target pressures on public services
    related to the transitional impacts of legal
    migration, to the benefit of the settled
    community.
  • Target one or more priority themes for London
    this can be any type of work, so long as it is
    supported by evidence of need and clear benefit.
  • Have the clear support from LSP and the buy-in of
    a number of agencies.
  • Adopt a cross borough / sub-regional approach and
    fit with other projects in the area.
  • Offer opportunities to learn and share innovative
    practice, and have a clear exit strategy.

Submission of Bids
  • Deadline (to GOL) is 5pm on Friday 1st May.
  • Applicants should expect decisions by 15th June.

Going Forward
  • 24 Feb 2009 - ONS announced a package of
    improvements for the key population statistics
    published in 2010.
  • Includes more robust local distribution of
    international migration and better internal
    migration estimates.
  • Inform the next three-year Local Government
    Finance Settlement.
