  • Reviewed the growth rate of the Universities
  • Reviewed the build out projections
  • Satisfied that there is enough capacity for 20
    years in the designated areas

RENTAL HOUSINGLICENSING REVIEW
  • Background
  • In 1986, the City of Waterloo established the
    Lodging House licensing program
  • aim - to ensure a safe, suitable and appropriate
    supply of rental housing in the city
  • current regulations in the Planning Act result in
    limitations in enforcement
  • amendments to the Municipal Act ( Jan. 1, 2007),
    may provide opportunity to enhance the rental
    housing licensing system that could achieve the
    same goals as the current lodging house licensing
    system
  • draft Terms of Reference for review of Lodging
    House By-law to determine appropriateness of a
    new rental licensing system.

OBJECTIVES
  • investigate Municipal Act to develop a new
    regulatory system that replaces or complements
    the existing licensing system
  • to apply to low density housing forms
  • any new regulatory/licensing system to include
    powers of entry for inspections
  • incentives for property owners to participate in
    a new
  • regulatory/ licensing system
  • incorporate standards of Building Code and Fire
    Code into a new regulatory/licensing system
  • investigate limiting conversion of owner occupied
    housing to rental houses in low density
    neighbourhoods
  • consultation with community and stakeholders.

CITY OF OSHAWA EXAMPLE
  • only applies to rental housing in vicinity of
    Campus
  • requires a rental property in campus area to have
    a license before allowed to rent
  • limits the number of bedrooms to four
  • requires an annual licensing fee of 250 per
    bedroom
  • must have increased insurance coverage
  • apply administrative penalty for non compliance
  • conditions to bring a property in compliance with
    Building Code, Fire Code and property standards
    through ongoing inspections.
