Tibet
  • Has it benefited under Chinese control?

Arguments to support Culture
  • As part of the Peoples Republic of China, China
has invested a huge amount of money in developing
    key historical monuments, cultural and
    recreational facilities in Tibet
  • There are drama and opera groups that meet the
cultural needs of the majority of the people
  • 4.86 billion yan has been invested in 62 projects
    over 6 years

4
Arguments to support Education
  • People are able to get a good education as
illiteracy was as high as 95
  • Universities offer degree examinations in Tibetan

5
Arguments to support Better Lifestyle
  • Tibets GDP has increased by 130
  • Over 30,000 Tibetans worked with the Chinese in
the initial road construction and were paid
generously in special Da yuan silver coins
  • This money was the introduction of a cash-wage
system in Tibet and this was the first time that
ordinary Tibetans had access to disposable
    income.
  • Incomes in Tibet have increased

6
Arguments Against
  • Forced to become part of China
  • Not allowed to follow their own religion, Dalai
Lama not allowed to return to Tibet, monasteries
burned down and monks in jail
  • Still more poverty in Tibet than in China, lower
life expectancy and less people in Tibet
    graduating from university

7
Arguments Against Education
  • Less than 7 of population have ever had the
opportunity to attend middle school and fewer
attend secondary school where the language is
    Chinese

8
"peaceful liberation" of Tibet
  • the mass exodus of the Dalai Lama and 80,000
Tibetans from their ancestral homeland are hardly
what one would expect to result from a "peaceful
    liberation."
  • the cross-border flow of Tibetans continues last
year alone more than 3,000 Tibetans crossed the
Himalayas to gain political and religious freedom
and to pursue a modern education in India, home
    of the Tibetan government-in-exile.
  • Tibet continues to be the least literate region
in China, with a higher than sixty percent
    illiteracy and semi-literacy rate
  • whereas China's illiteracy rate has fallen to
    under seven percent

9
AgainstBetter Lifestyle
  • It is true that roads and factories are
constructed and that almost ninety percent of the
TAR Government budget is subsidized by the
central government in Beijing. However, the bulk
of the subsidies are spent on developing cities
to encourage Chinese migrants from inner China to
    settle in Tibet,
  • Although some Tibetans seem to have benefited
from the growth (a few Tibetans own fleets of
Land Cruisers and luxurious houses), improved
economic conditions in the cities seem not be
    reaching most Tibetans.

10
It is estimated that as much as 60-70 of the
population in Lhasa now is Chinese.
  • According to a census, there are more than 3,500
to 4,000 shops and restaurants in Lhasa, but
Tibetans own only 400-450 of them, leaving the
remaining 85 under non-Tibetan (usually Han
    Chinese) ownership.
  • One reason for the Chinese-dominated commerce is
that Chinese migrants entering Tibet use their
clan and local village networks to support their
own ethnic group another factor is the use of
guanxi (connections) among Chinese officials to
    exploit economic opportunities.
