• The objective is to produce a pastor-led church

• maintains an intentional, strategic focus upon
  reaching the lost and unchurched, and
• purposely equips the resulting members to
  minister.
• The association/churches identify the area and
  target group that need a church

• A Church Planter Assessment Team assesses the

• The church planter prepares a Church Planting
  Proposal (CPP)
• The SPT calls the church planter, approves the
  CPP, and commits funding

• 12. The SPT moves the church planter to the field
  and EMPOWERS him to begin the process. The focus
  of the church planter is to reach the unchurched,
  not to shuffle the saints
• The SPT meets quarterly to assess progress,
  approve the budget, and commit funding
