Public Access Sites The purpose of these sites
is to provide locations within the community
where citizens can access our electronic
network. There are two type of Public Access
Sites labs and dial-up workstations.

  • Public Access Labs
  • Labs consist of 10 or more computers that are
    directly connected to the wide area network.
  • Labs are used for two primary purposes
  • Community Training
  • Open Labs
  • Labs should be located in the schools, library,
    and a senior center.

Public Access Dial-up workstations Dial-up
workstations consist of 1-3 computers that are
connected to the network via modem(s). The
workstations primary purpose is Internet Access
for members of the public. Workstations should
be located in businesses, non-profit and
municipal organizations.

  • Dial-up Access Site Responsibilities
  • Host computer for a 1 year period
  • Provide table(s) and chairs
  • Make computer readily accessible
  • Insure equipment against theft, fire, and
    vandalism
  • Pay monthly phone charges after first 6 months.
  • PCN Responsibilities
  • Repair and maintenance of computer equipment
  • Telephone charges for the first 6 months
  • Internet Access Charges for connection between
    PCN and Internet
  • Provide a limited training for each access site
    through the guardian angels program

  • Guardian Angels
  • Each access site is partnered with a trained
    volunteer who provides training and technical
    support. Volunteers are trained by the PCN
    Trainers.

  • Troubleshooting Internet dial up
  • Offer optional training the following areas
  • Web Page Construction (3 classes)
  • Office 97

  • Guardian Angel Responsibilities
  • Visit assigned public access site 2 - 3 times a
    month to provide the following
  • Training in Netscape, Eudora, Windows 95
  • Technical Support for dial up Internet access
  • Attend PCN training classes in the following
    topics
  • Windows 95
  • Netscape
  • Eudora
  • Troubleshooting Internet dial up accounts

  • A train-the-trainer program for volunteers who
    will train both guardian angels and information
    providers.

  • Information Providers
  • Volunteers from non-profit community
    organizations provide information for our
    electronic community network in exchange for
    internet access and limited training.

  • Information Provider Responsibilities
  • They have four ways to create their web site
  • train themselves
  • Take PCN Web Training classes (3 - 2hrs sessions)
  • Hire a High School Webmasters at a low cost
  • Hire a local area business
  • Update the information on their web site at
    regular intervals.
  • PCN Responsibilities
  • Provide optional training
  • Web Page Construction (3 classes)
  • Provide free dial-up Internet access, e-mail
    account, and ftp account

  • Self Training
  • Information Providers are welcome to train
    themselves using print resources for the public
    library, on-line tutorials and Internet links
    from the PCN web site, and any other resources.

  • PCN Training
  • Six times a year, PCN offers a 6 hour training
    course in using Netscape Gold to produce web
    pages. Classes are free to any Information
    Provider and are taught by PCN Trainers.

  • High School Webmasters
  • PCN will train 5 to 10 high school students in
    producing web pages. Students will then work for
    PCN by developing low cost web sites for
    Information Providers.

  • High School Webmasters Responsibilities
  • Attend PCN training in the following areas
  • Windows 95
  • Netscape
  • Web Page Development (3 classes)
  • Work for PCN in developing low cost web sites for
    Information Providers
  • PCN Responsibilities
  • Provide training in the following areas
  • Windows 95
  • Netscape
  • Web Page Construction (3 classes)
  • Provide free dial-up Internet access, e-mail
    account, and ftp account, and web server storage
    space
  • Assign web development tasks to High School
    Webmasters.

  • Local Businesses
  • Information Providers are also welcome to hire
    local area businesses that can create their web
    site that will be stored on our server. The PCN
    web site will contain a listing of local area
    businesses that offer web development.

  • Community Classes
  • Technology Classes in various topics and levels
    will be offered throughout the year.

  • Level 1 Community Classes
  • Eight times a year, PCN offers 1 session of free
    introductory classes in the following areas
  • Windows 95 (2 hours)
  • Internet with Netscape (2 hours)
  • Word Processing with Word (2 hours)
  • E-mail with Eudora (2 hours)
  • Buying a Home Computer (2 hours)
  • Using the mouse (2 hours)
  • Instructors are volunteers who receive incentives
    other than pay from PCN.
  • Each class has a limited registration. Sign up is
    available by mail, telephone, and on-line through
    the District 108 Tech Center.

OPTION 1
  • Level 2 Community Classes
  • Four time a year, PCN can offer low-cost
    community classes.
  • Level 2 Classes focus on advanced skills.
    Classes could include
  • Intermediate and Advanced Windows 95
  • Word, Excel, PowerPoint
  • Instructors are paid 25/hour.
  • Participants pay 4/hour, with a minimum 10 in a
    class. We bring in 40/hour, spend 25/hour on
    instructor and then use the 15/hour left over to
    off set the cost of incentives for trainers and
    volunteers.
  • Community members may apply for a tuition waiver
    based on family income.

OPTION 2
  • Level 2 Community Classes
  • GC2000 Partners can offer low-cost community
    classes.
  • Level 2 Classes focus on advanced skills.
    Classes could include
  • Intermediate and Advanced Windows 95
  • Word, Excel, PowerPoint
  • Standardize the instructors pay at 25/hour and
    the cost at 4/hour. Or let each partner decide
    the pay structure.
  • Each partner is responsible for handling their
    own money.
  • Community members may apply for a tuition waiver
    based on family income.

  • Level 3 Community Classes
  • These classes are offered by other community
    businesses and organizations who control the
    class agendas, prices, and instructor pay.
  • PCN will maintain a listing of these classes on
    its community web site.
  • Classes could be offered by local businesses,
    community colleges, etc.
