General Procedures
  • Resolutions will go through the following
    procedures
  • Origin and Submission
  • 30 prior to NATCON
  • Rules, Ways and Means Committee
  • RWMC can approve, amended or sent a resolution to
    a committee before it is sent to the general
    assemble
  • Committee Action
  • Committees can write, re-write, or approve a
    resolution for submission to RWMC

  • The National Commander will establish the number
    and purpose of any committees
  • Committees already formed
  • Candidate Training Program Review
  • Meet every 3 years
  • Examine possible revisions for candidate program
    and initiation procedures in AASMAN-1 Attachment

    Test
  • AFROTC Affairs
  • Formulates recommendations concerning the AFROTC
    program
  • Nat. Vice is chair and committee consist of area
    vices

Conclave Committees (cont.)
  • Rules, Way, Means (RWMC)
  • National Commander is the Chairperson with four
    area commanders as the voting body
  • The RWMC will review and approve all NATCON
    legislation prior to committee of general
    assembly
  • Joint Rules, Ways, and Means (JRWMC)
  • Deals with resolutions affecting both societies
  • Narrows JNP resolutions to 3 for presentation in
    front of the general assembly

Conclave Committees
  • Committee Assignments are decided by Nat. HQ
    according to the following
  • A delegate has a resolution concerning that
    committee
  • Delegates with multiple resolutions may choose
    what committee they wish to be assigned
  • Delegates apply for a committee they desire by
    using the committee assignment request form
  • National HQ will distribute committee assignments
    at the beginning of NATCON
  • Delegates or members sponsoring a resolution may
    appear before a committee

Production and Distribution of Resolutions
  • Resolutions must be submitted 30 days in advance
    to NATCON
  • The sponsoring agency must send a first-class
    mail copy to National HQ, the National Business
    Chair, and the AAS Executive Management Center
  • Upon approval of the RWMC the National
    Parliamentarian will produce a copy for National
    HQ, the AAS EMC, the NBC, the National
    Parliamentarian, all special HQs, all area HQs,
    all delegates, and the National Administrative
    Consultants
  • Resolution not submitted prior to NATCON may be
    submitted 24-hour prior to the final business
    session it falls under. Four copies must be
    provided and sent t other RWMC

Parliamentary Procedure and Voting
  • Parliamentary Authority
  • Roberts Rules of Order Newly Revised
  • Rules may be added by National Commander and NBC
    if approved by the RWMC and general assembly
  • Voting
  • Voting is done by only delegates or their
    alternates
  • Each area HQ and squadron in good standing are
    entitled to one delegate, they have both voice
    and one vote
  • The National Commander may only vote to break a
    tie
  • A loss of vote may occur if a delegate or
    alternate misses role call, do not comply with
    decorum, attire, and other subjects decided by
    the NBC.
  • Proxy votes may be used if a area or squadron can
    not be represented at NATCON. A formal letter
    must be mailed to the proxy along with National
    HQ, NATCON HQ, EMC and the NBC

Minutes
  • Minutes will be due on a date set by the National
    Commander and the National Parliamentarian
  • NLT 30 day past the National Parliamentarians
    last college exam
  • Copies will be provided to the AAS and SW
    National HQs, the SW NBC, the AAS SW Consultants,
    and EMC
  • Minutes should be a highly detailed summary of
    the information presented, events which occurred,
    speeches made, debate, reports, and other
    significant items

Minutes
  • The National Director of Information Management
    with assistance from the Nat. Par. will record
    the minutes of the joint and AAS business
    sessions and the Board of Directors meetings
  • The set of minutes must include the attendance,
    copies of resolutions presented, vote tallies,
    proxies, and any qualifying memoranda for the
    session
  • Format of the minutes will be prepared IAW AFMAN
    37-126
