Definition-Emotionally Disturbed

• Condition exhibiting one or more characteristics
• Over a marked period of time
• To a marked degree
• Adversely affects educational performance

Emotionally Disturbed

• Inability to learn cannot be explained by
  intellectual, sensory, or health factors
• Inability to build or maintain satisfactory
  relationships
• Inappropriate behaviors or feelings
• Pervasive mood of unhappiness or depression
• Tendency to develop physical symptoms or fears

Children who are Emotionally Disturbed (ED)

• Includes children who are schizophrenic
• Does not include children who are socially
  maladjusted, unless it is determined that they
  are emotionally disturbed
