Title: Particularities of bridging of Digital Divide in Kyrgyzstan

1
Particularities of bridging of Digital Divide in
Kyrgyzstan
  • Nurbek Turdukulov

2
The current situation in Kyrgyzstan
  • Population of the country 5mln.
  • GDP (2003) 1, 7 billion
  • Fixed communication 8
  • Mobile communication 6
  • Approximate number of Internet users 400 000
    users
  • The number of secondary schools 2062
  • The number of schoolchildren 1 200 000
  • The number of students 200 000
  • The number of High schools 48
  • Growth rate of ICT sector 25-30

3
Questions
  • Is it more or less?
  • Is it good or bad?
  • How about others?
  • Who and how to overtake in digital divide?

How to find answers to these questions?
4
What is developing countries?
  • Fixed network exceeds 50
  • Mobile network is about 70-80
  • Practically everybody uses Internet
  • Developed banking system and availability of bank
    cards by majority of population

5
  • when we talk about digital divide, we
unwittingly think of achievement of such
    parameters as western countries have

Digital Divide
6
  • And the task is to bridge digital divide,
overtake, idealize the current situation of
    developed country
  • It means trying to render components,
    infrastructure, mechanisms and processes of
    model-country

7
This is the conception of overtaking country
  • We shall have a long time before overtaking, but
unfortunately, we shall be on the point of only
    situation in 2004

8
  • We have an aim
  • By 2010 each family should be the member of
    Information Society.

These are 1 250 000 families!
9
  • This task is solvable, if at least one member of
the family will be privy to information
    development.

Thus,
The aim is carried to 2 mln. members of
information society.
10
Comparative table
11
What is the member of the Information Society?
  • Today the member of Information Society is a
citizen, who has an opportunity to get and
transmit information and knowledge (daily) and
participate in the process of development of
    public decision.

12
The first particularity
  • We stake on mobile technologies. On development
of mobile information society, mobile economy,
    mobile services.

13
The second particularity
  • We declined creation of Universal Access
    Foundation in traditional meaning
  • (with assessments at the expense of operators).
  • We have created its prototype Information Future
    Foundation of Kyrgyzstan

14
The third particularity
  • We initiated in the system of ICT management the
annual national ICT Conference as mechanism of
joint priority drawing-up and the conciliation of
    interests of all players.

15
The fourth particularity
  • We have lots of universities, but no research
    potential.
  • We are trying to convince busyness of passing R
and D work (RD) to universities

16
Another particularities
  • Many engineers and few managers Instead of
    technopark business incubator
  • Undeveloped banking system Mobile payment
    is actively developing
  • In development of E-Government, we should
underline development of harmless systems, E-List
of Agreement, where there is no interest and
    corruption.

17
  • Such is our context, such are our
    particularities.
  • And such are our attempts to find own more
effective way, the way of Digital development!

18
SUMMARY
  • Its necessary to bridge digital divide, but go
to the future and see where developed countries
moved to. The digital divide will be bridged, but
I am afraid of its bridging between developing
countries of 2010th and between developed
countries of 2000th , and in reality it is
    increased.
  • The principles of digital divide may be the same.
But particularities are different, so models and
    ways will be different too.
  • Unfortunately, nobody will find for us this
optimal way, we are the only ones who is
responsible for its search and finding, because
nobody knows our particularities better than us.
