  offenses except first degree murder.
• Early 1800s Many states reduce number of
  capital crimes.
• 1834 Pennsylvania moves execution into
  correctional facilities.
• 1846 Michigan, the first state to abolish the
  death penalty

• 1930s Highest number of executions ever in the
  USA about 167 per year.
• 1948 The USA adopts human rights Right to
  life.
• 1970 The supreme court approves unfettered jury
  discretion and non-bifurcated trials.
• 1982 New method lethal injection.
• 1989 Executing persons with mental retardation
  is not a violation of the eighth Amendment.
