Background
  • History was unjust to blacks
  • The present is about correcting the injustice
  • The future shall be a South Africa united in
    purpose where all shall contribute and benefit
    from the 1st economy
  • The Charter is a road map to the future
  • Today we must all together create space and
    opportunity for blacks to participate
    meaningfully in the 1st Economy.

About Established Business
  • Previous apartheid regime advantaged them in
    many ways.
  • They were the reason for apartheid .
  • Many (who live and work today) were born into
    this evil system. They would not have created
    it.
  • This latter group has a chance to correct the
    wrongs.

The Process is called Transformation
  • Frustrating, confusing, annoying and to others
    exciting.
  • It is a process
  • Should have begun in 1994 (11 years ago)
  • The Charter gives it another 7 years i.e. 18
    years

The Problematic Black Partner Myths
  • Cannot be found
  • Does not possess appropriate skills
  • Wants to make a quick buck
  • Thinks/believes the world owes him/her something
  • Lazy
  • Impatient (these things take time)
  • Not prepared to earn their money
  • Expect pitty and handouts
  • Uses threats to bargain

How do we solve this problem?
  • CHARTER IS THE ANSWER
  • Ownership
  • Control
  • Employment Equity
  • Skills Development
  • Enterprise Development
  • Residual
  • We have given it 18 years into Democracy

What if we fail?
  • Blacks will loose patience
  • They will say freedom was never achieved
  • They will question peaceful means of attaining
    freedom
  • They will rise into a revolution of a different
    kind
  • look around us for examples

Who will carry the burden of failure
  • This ANC led Government
  • This sector
  • The Economy
  • ALL OF US

What then is our perspective on the Charter
  • It is necessary and long overdue
  • It is a business must
  • Will deliver shareholder value
  • Will create stability
  • Our growth is dependent on it
  • It is urgent
  • Government must lead, enforce, reward good
    performance and punish culprits

Challenges in implementation
  • Effective monitoring
  • CIDB needs overhaul and refocus. It is a
    misguided institution
  • Blacks themselves must learn their lessons fast
    and contribute value to the process
  • New kind of deals must emerge
  • This industry must say No to Empowerment
    Hollywood Stars
  • Government must treat these with caution they
    may discredit empowerment
  • Need to identify, groom and partner individuals
    and groupings who have demonstrated commitment to
    the Construction Sector
