The Problem
  • The future of international commerce is no longer
    about classic market access issues like tariffs
    and quotas. The debate will center around
    divergent regulations and other In-Country
    Barriers (ICBs).

  • adequate structure and resources
  • as well as the necessary authority
  • to address todays global regulatory concerns.

The Result
  • Companies face excessive, unnecessary,
    competing, and often protectionist regulatory
    frameworks in markets around the world.
  • Companies are forced to develop expensive
  • work-arounds or abandon markets all together
  • Consumers face higher prices and fewer choices

    competition laws that manipulate markets and
    threaten IP

The Solution
  • Educate, persuade, and motivate governments
    around the world to make the elimination of ICBs
    a top priority for global commerce.
  • Explain the benefits gained from addressing ICBs
    in the 21st century, the way the global economy
    benefited from tariff reductions in the last
    century.
  • Use the Chamber brand, credibility, and reach to
    change the focus of trade policy from tariffs to
    the growing problem of ICBs.

The Plan
  • Raise the profile of the issue
  • The U.S. Government and governments around the
    world need to understand the critical problem
    these regulatory issues create. The project will
    raise awareness with governments around the
    world.
  • Educate policymakers
  • The project will explain to elected leaders the
    benefits to proactively addressing regulatory and
    protectionist barriers around the world and what
    is at stake if divergence in these areas is left
    unchecked.
  • Prioritize ICBs at home and abroad
  • The barriers that serve the greatest detriment
    to consumers, trade, and the global economy, must
    be prioritized in order to focus the U.S.
    government. The project will prioritize these
    barriers and present them to governments around
    the world so that strategies can be developed to
    combat them. Initially, the project will focus on
    Europe and China.

  • Create a high-level inter-agency framework
  • The U.S. Government needs to have coordinated and
    centralized approach to develop a strategy and
    exert leadership toward building a cooperative
    commercial regulatory framework across the globe.
  • Prevent future divergence
  • The project seeks to develop an early warning
    system that enables industry to work with
    governments to cooperatively address new and
    emerging ICBs to prevent or limit future
    divergence as new products and technologies enter
    the global marketplace.
  • Address the need for new public policy tools
  • Current trade agreements lack the appropriate
    authority to effectively address many of these
    issues. The project seeks to inventory all the
    existing trade policy tools, and make suggestions
    for the development of new tools that better
    address ICBs.
