  • INTRODUCTION
  • The fundamental aim of the Drug Intervention
    Programme (DIP) is Sustainable
    Crime Reduction
  • Rebalancing the Criminal Justice System in favour
    of the law-abiding majority (July 2006).
  • Grip the more problematic offenders (HCCUs)
  • Key plank in a refreshed crime reduction
    strategy
  • Ensure the real priority offenders are being
    targeted
  • Tighten the grip by getting the right
    interaction between
  • DIP and PPO
  • National Community Safety Plan 07/08 Reduce
    overall crime by 15 in more high crime areas
    including a more focussed approach to drug
    related crime

  • THE CURRENT INTELLIGENCE PICTURE
  • Drug testing on arrest trigger offences result
    in offenders being interviewed by arrest referral
    workers and a Drug Intervention Record (DIR)
    being created
  • This form contains the details of the offenders
    drug use, preferred type of drug, drug spend
  • Police have no access to the DIR information
  • Police use NIM to target offenders but we miss
    out on vital DIR information
  • We need to know about high spend individuals
    otherwise they cannot be effectively targeted

  • WHAT DID WE LEARN FROM THE FEEDING FRENZY
  • We arrested the dealers
  • We traced all the users
  • 95 of the users were in some form of treatment
    but half of them were not known to police
  • How much crime were these people committing to
    fund their habit?
  • A significant number were on a DRR but had never
    been breached despite frequently testing positive
    for Class A drugs
  • We realised we were not targeting the right
    people
  • Formal link between PPO and DIP

  • Develop proactive Enforcement Plans
  • Improve links with Converter HCCU

  • In the next 5 years we will be faced with
    policing an open prison in the community
  • To keep a grip on crime and reassure the
    community we need the full intelligence picture
