SOCPA 2005 s132(1)
  • Any person who
  • organises a demonstration in a public place in
    the designated area, or
  • takes part in a demonstration in a public place
    in the designated area, or
  • carries on a demonstration by himself in a public
    place in the designated area,
  • is guilty of an offence if, when the
    demonstration starts,
  • authorisation for the demonstration has not been
    given
  • under section 134(2).

SOCPA, s134(3)
  • hindrance to any person wishing to enter or leave
    the Palace of Westminster,
  • hindrance to the proper operation of Parliament,
  • serious public disorder,
  • serious damage to property,
  • disruption to the life of the community,
  • a security risk in any part of the designated
    area,
  • risk to the safety of members of the public
    (including any taking part in the demonstration).

  • the place where the demonstration may, or may
    not, be carried on,
  • the times at which it may be carried on,
  • the period during which it may be carried on,
  • the number of persons who may take part in it,
  • the number and size of banners or placards used,
  • maximum permissible noise levels.
