Findings and Recommendations

Best Practices
  • Streamline Process
  • Require SEP applicants to fill out NEPA
questionnaires as part of their SEP applications
    (MI)
  • Provide executable contract with each applicant
    to expedite award process (TX)
  • Prioritize RFPs (on street/review timeline)
based on job creation/energy savings potential
    (IN)
  • Hire and/or train existing staff to write RFPs,
    review applications (CO)
  • Partner with state economic development board to
    review applications (MI)
  • Group projects based on NEPA categorical
    exclusion categories (MA)
  • Financing
  • Partner with utilities to conduct on bill
    financing pilots for EE (ME)
  • Partner with other states on regional fund for
    EE/RE programs (OH)
  • Community Outreach
  • ARRA Field Liaison to engage local
    municipalities/communities and provide guidance
and assistance for Recovery Act programs (CO, MI,
    etc)
  • Partner with local financial institutions and
economic development authorities to promote EE/RE
rebate and loan programs (MI, ME)
  • Risk Management
  • Create a risk assessment group to assess
program/project readiness to address risk (NC)

Initial Success Stories
  • Maine Stimulus Money Keeps Solar Installer
    Running
  • Revision Energy of Portland, Maine has installed
more than half of all solar energy systems in the
state for the past three years.
  • We experienced a real slowdown when the state
rebate program went away and due to the downturn
    in the economy."
  • Revision Energy would have had to downsize/layoff
    workers.
  • Thanks to Recovery Act - Maine restarted the
rebate program and Revision Energy saw a
significant rebound, allowing them to save 32
    jobs.
  • New Jersey 20.9M in ARRA Projects Move Forward
  • On Aug. 19, New Jersey approved 20.9 million
worth of grants funded by the Recovery Act to
fund seven innovative energy efficiency and
renewable energy projects for state agencies and
    departments.
  • New Jersey is now finalizing contracts and
    issuing bids.
  • Massachusetts Innovative Strategy to Leverage
    Funds
  • Over the past 8 weeks, Massachusetts has used SEP
funding to provide technical assistance to
communities for solar PV project site
    assessments.
  • The project will provide clean energy based power
to 14 water and wastewater facilities, leveraging
ARRA funds from both DOE and the EPA for
    infrastructure investments.
