- Member States promote RES through support schemes
- Consumers can promote RES through voluntary
schemes - Voluntary schemes should provide credible green
power - eligibility the green power sources need to be
clean (e.g. no unsustainable biomass) - additionality voluntary schemes shouldnt simply
