Program Overview

• Objective retain the best qualified personnel,
  whether active or reserve, and to ensure the Navy
  is at full manning
• Ensure eligible, separating active duty personnel
  are fully informed of the advantages and benefits
  of continuing their Navy career by affiliating
  with the Navy Reserve

• COs and OICs are responsible for ensuring
  eligible personnel released from active duty are
  counseled on how to fulfill remaining military
  obligations within the Navy Reserve (IRR)
• Provide Reserve Program orientation briefings to
  eligible personnel for affiliation with the Navy
  Reserve or who have remaining Reserve obligations

• Personnel released under other than honorable
  conditions, not recommended for retention, or
  retiring/transferring to the Fleet Reserves, are
  not required to attend Reserve awareness
  briefings
• Activities outside CONUS shall contact the
  appropriate Navy CARIT representative through
  addresses and phone numbers in OPNAVINST 1900.1
  (series) to arrange formal briefing

• Separating activities/PSDs shall assist members
  who are unable to receive a CARIT briefing by
  providing the CARIT Questionnaire
• Per OPNAVINST 1900.2B, in areas where there is
  no CARIT presence, the installation CCC shall be
  trained to present information
