4What is ICS
- Tool for command, control and coordination
- Provides means to coordinate efforts of
individual agencies - Common goal of stabilizing incident and protect
life, property and the enviroment
5Why Use ICS
- Missions require coordination among several
different agencies - National movement to ICS in SAR and DR activities
- CAP has adopted ICS to better integrate us in
multi agency activities - especially DR - In multi-agency activities - CAP teams may not
directly report to CAP supervisors

- Single and multi-agency law enforcement
- Lack of comphrensive resource management

- Small incidents - one person can do all functions
- All incidents will have an Incident Commander

- The command function is directed by the incidenet
commander - First fully qualified first responder on the
incident site becomes the incident commander

- Coordinates media release with EOC
- Safety Officer

- Develops measures for ensuring safety of all
incident participants

- In large ICS management activities, each staff
function will be set up as a separate SECTION - In small ICS activities, one person can manage
all major ICS activities

- The Incident Commander (IC) is the overall
director of an incident. IC can delegate
authority to subordinates. - IC is responsible for all operations unit

- Directs and controls all operations of air and
ground units for a specific mission - Responsible for overall safety, efficiency and
effectiveness of operation - Maintains liaison with other participating
agencies

mission - Advises IC on risk and ways to reduce risk
- Maintains kit with safety forms and emergency

- Attends to the spiritual and physical needs of
staff members and victims - Coordinates work of staff chaplains (if any)
- Accompanies IC to assist with causality
notification
- Coordinates locations for counseling and
religious services - Provides pastoral care to victims and families
- Point of contact with non-CAP clergy
- Arranges for religious services
