4TPRs
- The Social Security Administration (SSA) expects
Ticket Holders to make progress toward
self-supporting employment while their ticket is
Assigned or In-Use SVR (State Vocational
Rehabilitation Agency) - TPR is based on the Timely Progress Guidelines
established by SSA under the New Regulations
which were made effective July 2008 -

- The Social Security Administration will conduct a
review at the conclusion of every 12-month period
of Ticket Use or assignment in order to determine
if a beneficiary is making the expected progress
toward self-supporting employment.
6TPR Guidelines
- Work/earnings
- Educational, technical, trade, /or vocational
training - Combination of work/earnings educational
requirement
7First Review Period (after 12 months of Ticket
use)
8Second Review Period(13-24 months of Ticket use)
9Third Review Period(25-36 months of Ticket use)
10Fourth Review Period (37-48 months of Ticket use)

14Inactive Status
- In-Use SVR beneficiary may request to be excused
from progress reviews by requesting inactive
status - Not excused from Medical Continuing Disability
Reviews (CDR) while in inactive status - Does not count toward time limitations for TPR
- May submit written request for reentry to In-Use
status

- Any beneficiary may place Ticket in inactive
status if temporarily unable to make timely
progress toward self-supporting employment during
a progress certification period - Does not count toward time limitations for TPR
- Provider cannot place Ticket in inactive status
- Beneficiary may submit written request for
re-entry to in-use status/in-use SVR status once
they meet the requirements
16Inactive Status Request
- Inactive Status must be requested in writing and
must include - Beneficiarys SSN
- Beneficiarys Name
- EN Name
- Beneficiarys signature
- Date of request
- Statement that beneficiary wishes to place ticket
in Inactive Status or Attn Inactive Status
17TPR Process
- MAXIMUS checks earning records
- If not sufficient, MAXIMUS contacts the
beneficiary - If not sufficient, MAXIMUS contacts EN or SVR
18Advance Notification
- Beginning in September 2009, TPR notices will be
sent-out based on Ticket assignment date - Requirements will need to be met
- A list of TPR requirements will be provided with
the notice
19Advance Notification (cont.)
- Tickets assigned or placed In-Use SVR after
August 31, 2009 will not receive advanced
notification regarding TPR - Providers should explain the TPR guidelines to
beneficiaries during IWP/IPE development
20Individual Work Plan (IWP)
- Required to include a statement acknowledging
that TPR has been explained to the Ticket Holder
by the EN. - Even though it is not required to include the TPR
chart on the IWP, it is recommended so the
beneficiary understands what is expected of them

21What to Expect
- Beneficiary may contact you about TPR once they
receive the advance notification. - If the beneficiary has further questions they can

22Frequently Asked Questions (FAQ)
- What is a Medical Review or Continuing Disability
Review? - A CDR is a medical review conducted by SSA to
determine if a beneficiary is still disabled
under SSAs rules. Depending on the disability
beneficiaries may have a CDR every 1-3-5-7 years.
However, beneficiaries currently participating in
the TTWP and meeting the requirements of TPR will
continue to be excused from these reviews.

- (Beneficiary) I am not reviewed until next year.
Wont Trial Work Level (TWL) and Substantial
Gainful Activity (SGA) change? - The TWL and SGA amounts may change for 2010.
However, you are reviewed using the levels that
are in place from the year at the beginning of
the review period. 2009 TWL-700 and SGA-980.
24(FAQ) Cont.
- (Beneficiary) I only work part-time. Will TPR
still need to be completed? - Any beneficiary using a Ticket and sent a TPR
form is subject to an annual Timely Progress
Review unless the beneficiary chooses to go in
inactive status or discontinue participation in
the TTWP. If a beneficiary decides to place the
Ticket in inactive status the beneficiary is
excused from TPR but becomes subject to his/her
regularly scheduled CDRs.

- (Beneficiary) What happens if I fail TPR?
- If a beneficiary does not pass TPR they will
be placed in Inactive Status. The beneficiary
will remain assigned to an EN or have their
ticket In-Use SVR but will lose their CDR
protection.
26(FAQ) Cont.
- Does training provided by the EN or SVR office
count toward the Training requirement? - It most likely will not count unless its a
certified training course. However, the
beneficiary should include everything done during
the review period on the TPR form, and it will be
evaluated at that time.
27(FAQ) Cont.
- If a beneficiary unassigns a Ticket and then
reassigns the Ticket, does the TPR clock start
over again? - The TPR clock will not start over again, it will
pick up where it left off at the time of Ticket
unassignment.
28(FAQ) Cont.
- Will beneficiaries whose Tickets have been
assigned for several years be sent the Advance
Notice in September 2009? - Advance Notices are sent during the month that
the Ticket was assigned or placed In- Use SVR.
