  • Clarifying the linkage between urban air quality
    management, long range transport of air
    pollutants and climate change in Asia

Were the objectives of BAQ 2004 met?
  • 1. Strengthening of networking for AQM in Asia
  • Fully met there were opportunities for
    networking formally in the country sessions and
    informally throughout the workshop
  • 2. Improving the understanding of the science on
    which AQM is based in Asia
  • Partially met many of the presentations
    discussed the application of science rather than
    new science. The unique character of BAQ as a
    meeting of many types of stakeholders is important

  • 3. Strengthening of understanding the governance
    structure for AQM in Asia
  • More than partially met participants were
    exposed to a range of views and examples of
    governance structures
  • 4. Clarifying the linkage between urban air
    quality management, long range transport of air
    pollutants and climate change in Asia 
  • Mostly met A number of papers and sessions
    discussed these linkages

Networking sessions
  • Most of these were very successful
  • They should be extended and given more time and
    importance in BAQ 2006
  • CAI-Asia should encourage the implementation of
    the outcomes of the networking sessions, by for
    example, documenting the commitments on its web
    site and providing updates on implementation
  • Include success stories from the networking
    sessions at this meeting in the program for BAQ
    2006.

Recommendations for BAQ 2006
  • It is recommended that
  • the organisers consider having a theme for BAQ
    2006
  • oral presentations should be selected considering
    this theme
  • For BAQ to be effective, the organisers should
    actively solicit innovative, state-of-the-art
    presentations
  • To ensure there is adequate focus on air quality
    issues in the host country, the organisers
    consider commissioning independent reviews of air
    quality in the host country using the latest
    information.

  • The organisers should give creative thought to
    ways to broaden and strengthen active
    participation in BAQ.

  • For example
  • Poster sessions should be given added value by
    means of poster-discussion sessions with more
    time allocated. One-on-one interaction is
    valuable.
  • A coffee break should be held in the poster
    session room.
  • Plenary and sub-plenary speakers should be
    required to prepare a poster.

  • Joint presentations by different country
    participants on common problems should be
    actively solicited by the organisers.
  • Shorter presentations tighter time management
    more time for discussion
  • Awards to recognise visionary champions of clean
    air should be considered.

  • The organisers should insert into the program
    sharing of experience with successes and failures
    in the implementation of policies
  • Sub-workshops could be made more effective if
    carefully scheduled
  • Student participation should be more strongly
    encouraged
  • Planning should start now!

Conclusion
  • BAQ is a unique meeting of decision makers and
    academics from both developing and developed
    nations, government and non-government
  • This exchange and integration of ideas,
    innovations, experience and backgrounds is
    something we all cherish
  • BAQ provides a light along the path to clean air
    in Asia.
