  • The fundamental aims of officiating is

Captains!!!/The Coin Toss
  • Typically done 5 minutes prior to kick-off.
  • Identify the captains.
  • each team may have 4 captains
  • The team who wins the coin toss has the option to
    have choice in first half or defer to second. If
    they defer, they are considered the home team.
  • Home teams must change shirts if necessary.
  • Review any concerns, rules, or other items.
  • Warn teams about jewelry, illegal footwear, etc.

  • When you and your crew are in position and the
    game is ready to start

Kick-off
  • A kick that goes out of bounds at the sidelines
    without the receiving team touching results in an
    illegal procedure against the kicking team.
  • The receiving team may elect to
  • have the ball rekicked with a 5 yard penalty
  • take the ball at their own 10 yard line
  • or at the spot the ball went out.

Timing
  • 1st and 3rd quarters are 15 minutes continuous
    time
  • a one minute warning to quarter should be called
    but is not required

  • 2nd and 4th quarters are 15 minutes and 5
    plays

Timing- the scrimmage
  • Once the ball is dead, the offense should make
    its way to the huddle.
  • Set the beanbags as appropriate.
  • Call the down (but not the distance!) and blow
    the whistle.
  • This is the time clock the offence has 20
    seconds to snap the ball
  • A 5 second warning is given prior to delay of
    game

The snap / rush
  • The QB must be 5 yards behind the line of
    scrimmage (LoS) when the ball is snapped.
  • The rusher must be lined up 5 yards from the LoS
    and at least 1 yard to either side of the
    rushers bag.
  • The rusher has the right to an unobstructed,
    direct path to the QB. This also holds true for
    any other players on the defense who rush (and
    who line up in the rushers zone).

The touch
  • A touch with either 1 or 2 hands is legal when
  • it is deliberate.
  • the contact is with any part of the ball carrier,
    his equipment or the ball.
  • A touch is not a touch when it is made with any
    other part of the defenders body.
  • It will be considered a personal foul when
  • a touch is applied to the face, head or neck in a
    player who isnt bent over, crouched or fallen
    over.
  • Jumping over the ball carrier while he is on the
    ground is considered a touch.

Passing
  • A catch is awarded if a player demonstrates
    control, even for an instant then has the ball
    knocked loose by defender contact. The defender
    is awarded a touch at this point. (Rule 17.3.1)
  • Bobbled passes-- When a ball carrier
    accidentally loses control of the ball and then
    catches it without being touched. If the ball
    carrier was deliberately touched by an opponent
    after first losing control of the ball while the
    ball is free, the play is dead and the ball
    carrier is considered touched. (Rule 17.6.2)

Pass Interference
  • Not all contact is pass interference!
  • All players have a equal right to a direct path
    to the ball.
  • The call is made when a player takes away an
    opponents positional advantage. (Rule 18.1.1)
  • Target / Remote
  • Target is only called when the ball is in the air
    and the player interfered had a reasonable chance
    to catch the ball.
  • Remote zone interference should be called if the
    ball was uncatchable.

Pass Interference
  • Pick plays are illegal!
  • Called as pass interference in the remote area.

In/out of bounds
  • A player must have one foot completely in bounds
    to make a catch legal.
  • Any player who doesnt go out accidentally that
    re-enters the field of play should be called for
    a illegal re-entry penalty. (Typically signaled
    with the throwing of a hat by the line judge)
  • A player pushed out is not to be considered out
    of bounds.

  • The offense can go for 1, 2 or none!
  • Once you announce the choice, it cant be changed

  • Well address it an another time!
  • Rule 19 and 20 in the Rule Book deal with punts
    and blocked punts. This should be reviewed
    before your first game.

Punts The No Yards Rule
  • After a punt, players of the punting team cannot
    touch the ball or be touched by the ball before
    the opponents touch the ball.
  • After a punt, all players of the punting team
    must be 5 yards away from the ball when an
    opponent first touches the ball. Violation of
    this rule is a no-yards penalty.
  • If the offending player affects the play, it is a
    10 yard, while a 5 yard no-yards is for the
    player who did not affect the play
  • Bad luck and poor awareness of the ball do not
    negate this penalty!

Illegal Acts
  • Extension of the ball is illegal at any time!
  • It is a flag play.
  • The penalty shall be enforced from the spot of
    the ball carriers torso at the time the extension
    occurred.
  • Major Foul
  • A player is not allowed to strike or trip an
    opponent or official with intent to cause bodily
    harm.
  • This is a major foul (25 yards) and immediate
    ejection from the game.

Illegal Acts
  • Objectionable Conduct penalties occur when
  • A player uses profane language, makes verbal
    threats, or utters demeaning or intimidating
    remarks to another player, official, fan or team
    member.
  • A player deliberately disrupts the smooth flow of
    the game by faking injury, or arguing
    persistently.
  • If the violation is considered in the referees
    judgment to be of a serious nature, the player
    may be ejected from the game.

Remember
  • Penalties such as pass interference, pick plays
    and rough plays are subject to your
    interpretation!
  • Players should not be allowed to argue
    persistently in these situations.
  • Maintain neutrality and be firm but fair!

Colloquial Rules (local rules)
  • Regulation 4.4 Last 3 Minutes of Half
  • The HTFL has elected to use a five-play rule to
    end each half instead of the 3-minute rule
    outlined in Regulation 4.5 . The five-play rule
    comes into effect after 15 minutes of continuous
    time has expired in the second and fourth
    quarters.
  • Regulation 5.3 Convert Attempts
  • The HTFL has elected to adopt Regulation 5.3 as
    the primary method of determining a winner when
    the score is tied at the end of regulation.

Colloquial Rules (local rules)
  • Rule 6.9.1.1 Delay of Game
  • A team that does not have 7 legal players on the
    field at the scheduled time for kick off will be
    penalized for delay of game (10 yards) and the
    non-offending team will have choice in both
    halves of the game. If choice was already made
    prior to the delay, the non-offending team may
    change their choice at the time of the delay of
    game penalty.
  • Game time is reduced the length of the Delay (up
    to 15 minutes) and the time is shaved from the
    1st and 3rd quarters.
  • Rule 22.3.3 Objectionable Conduct
  • A player who is assessed more than 1
    objectionable conduct in a game will be
    immediately ejected from the game.

  • Player Safety Referees Discretion
  • At any time during the game, if a referee feels
    that continuing to play the game at hand may
    jeopardize a players safety, the official may
    remove that player from the game immediately. An
    explanation should be included on the game sheet
    as to the reason why the player was removed. A
    referees decision in this matter is final and
    cannot be challenged by the player affected or
    his/her teammates. Teams/players wishing to
    protest an officials decision must do so in
    writing to the League Executive within 48 hours
    of the conclusion of the game.
  • Mercy Rule
  • If at half time or at any time in the second half
    if the difference in the score is 40 points or
    greater, the official may ask the losing team if
    they wish to concede. The team may elect to play
    on, but the referee will then have the authority
    to end the game if the referee feels that play is
    becoming unnecessarily rough or there is
    unsportsmanlike conduct. If the official ends
    the game prematurely, the reason for doing so
    must be entered in the game comments section on
    the score sheet.

Punts
  • Definition
  • A punt is a ball that is dropped from the hand
    and kicked with any part of the body below the
    knee before the ball touches the ground.
  • Anyone may punt the ball, at any time, with the
    exception being on a convert play or using a punt
    to replace a kick-off.
  • A dribbled ball is like a punt except the player
    striking the ball does not have control of it.
    The ball remains live until it hits the ground
    and is considered as either an onside or offside
    pass depending on its direction.

Possession after a Punt
  • Possession changes immediately after a punt,
    unless the punt is blocked, or is considered to
    have never left the end zone. (Rule 19.3.1)

Restraining Zone/ No Yards
  • After a punt, players on the punting team cannot
    legally touch the ball before the opponents touch
    it. After a punt, all players from the punting
    team must be at least 5 yards away from the ball
    when the opponent first touches the ball.
  • Violation of these rules is a no-yards penalty.
    If the offending player(s) did not affect the
    play in any way, the no-yards penalty will be
    applied as a 5 yard penalty.

Deflected Punts (Rule 20.1)
  • A deflected punt is one that touches any player
    immediately after being punted but continues in a
    direction away from the punters dead line.
  • A deflected punt by any player will be
    considered as not having been touched at all.
  • A defected punt is dead when it touches the
    ground behind the line of scrimmage or in the
    punters end zone.

Blocked Punt (Rule 20.2)
  • A blocked punt is one that touches any player
    immediately after being punted but continues in a
    direction parallel or towards the punters dead
    line.
  • A blocked punt by a punters team mate will be
    considered as not having been touched at all. If
    a player from the punting team subsequently
    touches the ball. No yards must be called.
  • A blocked punt by the receiving team is
    considered an onside/offside pass. The ball is
    free to both teams until it hits the ground. No
    restraining zone restrictions on either team
    after a block.
  • A blocked punt is dead when it touches the ground
    behind the line of scrimmage.

Possession after a Blocked Punt (Rule 20.3)
  • A blocked punt is free until it touches the
    ground.
  • After a blocked punt in the end-zone, the ball is
    still considered in the possession of the punting
    team until they lose possession.
  • If a team has earned a first down when their punt
    is blocked, they will be awarded a first down if
    they legally regain possession of the ball.
  • The punting team must earn a first down within
    the 3 consecutive downs provided or lose
    possession.
