  • Support joint industry-government cooperation

  • adopt the principle of Net Environmental Benefit
    Analysis
  • incorporate the tiered response concept when
    designing response strategies
  • Develop communicate industry viewpoint and
    activities
  • Dissemination of publications, case studies,
    presentations and web-based information
  • Promotion of member involvement in global oil
    spill conferences

HNS corollaries
  • IPIECA members support the implementation of the
    HNS convention
  • However there are corollaries attached to this
    important initiative
  • The convention recognizes certain activities and
    concepts in the same way that it does for
    persistent oils response/prevention activities,
    concept of reasonableness, etc.
  • This will in turn influence monitoring and
    response actions and it is important that these
    concepts are widely understood by the response
    community

A lack of expertise
  • Some countries have established land-based or
    marine-based advisory centres for HNS incidents
    many (most?) have not
  • Tier 3 response centres are often called upon to
    respond to spills of persistent oil during HNS
    incidents but in many cases these centres are
    not equipped to handle chemical response
    activities and will not respond for fear of
    endangering life

IMO OPRC-HNS support
  • Planning and Response to Chemical Releases in
    the Marine Environment
  • CEFIC, IPIECA and IMO
  • Will form part of Basic Information documents
  • Will likely link in to HNS training courses
  • A good start but we need to go further

The future
  • The convention places an implied obligation on
    stakeholders to encourage the establishment of
    HNS expertise around the world.
  • Some oil industry Tier 3 centres are potentially
    interested in growing capability to cover certain
    types of HNS events
  • In other cases this could be handled by national
    jurisdictions
  • Need to progress the establishment of recognized
    training for personnel involved in responding to
    HNS incidents
