Activities in the period 01.01.2004 10.06.2004

• Preparation of the final versions of 3 group of
  questionnaires according to tasks 5.1, 5.2 and
  5.3
• Final selection of Bulgarian producers, importers
  and tradesmen of electrical appliances as well as
  testing laboratories and regulatory bodies for
  submitting the 3 group of questionnaires on LVD
  implementation
• Distribution of the questionnaires and collecting
  information
• Interim meetings with producers, importers and
  consumers for discussing the existing situation
  and problems on LVD implementation
• Preparation of training programs on test methods
  according to EN 60335 for training of market
  surveillance experts
• Coordination meetings of the INCOLAB project
  participants and tasks coordinators
• Participation in technical training organized by
  the project coordinator - Slovenia
• Preparation and starting up the inter-laboratory

Task 1 LVD implementation problems related to
producers, importers, tradesmen and consumers

• The prepared questionnaires are aimed at
  collecting information from producers, importers,
  tradesmen and consumers of products within the
  scope of LVD as well as from regulatory and
  control bodies
• Main topics in the questionnaires are
• Knowledge on LVD and the regulations which
  implement it in Bulgarian legislation
• Knowledge on regulations on CE and Co marking
• Knowledge on the philosophy of Declaration of
  conformity
• Knowledge on essential requirements to products
  for demonstrating conformity to them
• Knowledge on regulations for control and market
  surveillance of products within the scope of LVD
• Knowledge on the order and institutions dealing
  with clients complaints
• 71 producers, 9 wholesale tradesmen, 100
  retail-sale tradesmen and many consumers all over
  the country are interviewed up to now

Task 2 LVD implementation problems related to
the testing laboratories

• The prepared questionnaires are aimed at
  collecting information from the Bulgarian
  laboratories testing products within the scope of
  LVD
• Main topics in the questionnaires are
• Information on the scope of activities and
  capacity of the laboratories
• Information on the organization, management and
  quality system of the laboratories
• Information on qualification of laboratorys
  personnel
• Information on the technical equipment and
  environmental conditions of the laboratories
• Information on normative documents and test
  methods used for carrying out their activities
• Knowledge on LVD and regulations on CE and Co
  marking
• Knowledge on essential requirements to products
  for demonstrating conformity to them
• Knowledge on the philosophy of Declaration of
  conformity
• 15 laboratories are interviewed up to now

Task 3 LVD implementation problems in
conformity assessment of products

• The prepared questionnaires are aimed at
  collecting information from persons related to
  the conformity assessment process of products
  within the scope of LVD (producers, importers,
  tradesmen, notified bodies, market surveillance
  bodies). A separate questionnaire is specially
  oriented to consumers.
• Main topics in the questionnaires are
• Information on the scope of activities and
  capacity of the companies
• Information on the organization, management and
  quality system of the companies
• Information on qualification of companys
  personnel
• Knowledge on LVD and the regulations which
  implement it in Bulgarian legislation
• Knowledge on regulations on CE and Co marking
• Knowledge on the philosophy of Declaration of
  conformity
• Knowledge on essential requirements to products
  for demonstrating conformity to them
• Knowledge on regulations for control and market
  surveillance of products within the scope of LVD
• Knowledge on the order and institutions dealing
  with clients complaints
• 150 questionnaires are distributed all over the
  country up to now

Technical training of Bulgarian experts

• Training objectives
• Acquaintance with the primary and secondary
  metrology laboratories of LMK, testing
  laboratories of LMK and TCL as well as their
  testing activities
• Acquaintance with the practices and equipment
  used in measurements and uncertainty evaluation
  in testing
• Practical presentation of testing activities
  according to EN 60335-1, EN 60335-2-6, EN 50304,
  EN 60335-2-24, EN-153, EN-60335-2-4, EN
  60335-2-7, EN 50084 and EN 60456
• Training results
• Improvement of the practical skills of Bulgarian
  experts in testing according to the above-given
  standards
• Exchange of information on test methods and
  equipment
• Awareness on the importance of uncertainty and
  traceability of measurement results in testing
• Awareness on the closer relation between the
  metrology and testing due to the implementation
  of ISO/IEC 17 025

Participation in INCOLAB inter-laboratory
comparison

• Discussion of the objectives, normative
  documents, equipment and techniques that shall
  be used during inter-laboratory comparison
• Preparation of the laboratory for participation
  in the inter-laboratory comparison
• Acquaintance with the rules of carrying out the
  inter-laboratory comparison given in the
  Technical protocol
• Receiving the test samples from the pilot
  laboratory LMK, Slovenia
• Starting the test procedures
• Sample A already tested
• Sample B under testing
• Temperature artefact - forthcoming testing
