Purpose Audience

• Why do we need a white paper we need a strategy
• paper and educational tool to promote the
  awareness of semantic technology and secure the
  necessary resources. The white paper provides a
  base framework, which individual organization can
  adapt to implement semantic Web technology and to
  ensure semantic interoperability within their
  unique business context.
• The white paper is one of SICoP products.
  Charter statement about SICoP will be provided in
  the appendix section of the white paper.
• What is the context government adoption is the
  primary focus
• Who are the initial target audience Government
  executive and senior Management from who we seek
  support and resources. Subsequent SICoP products
  will address other audience.

• Short list of definitions and related terminology
  (semantic Web, semantic interoperability,

  Explain in layman terms directed at the defined
  target audience. Highlight prominent concepts as
  appropriate.
